Social assistance for students living in the dormitory. Who is entitled to a social scholarship and what documents are needed to apply for it?

“Learning is light, not learning is SHADOW,” as the main character of the series “Real Boys” says. But now we will not talk about this, but about a more pressing issue concerning the material world. I think everyone knows that the Scholarship is an incentive for students of colleges, schools, institutes and universities. And that there are several types, the main and main one is academic, and if a student falls into the category of those in need, then additional social services are provided for such citizens. support regulated by the legislation of the Russian Federation.

And today we would like to tell you what documents a low-income student will need to receive a social scholarship in 2018. We will also consider the list of citizens who have the right to count on it and its size. But first, let's start with what it is? In simple terms, this is a monthly cash payment, which is one and a half times more than the academic payment, but at the same time comes to the account along with it. And from this it follows that financial assistance is provided only to state employees!

How to apply?

First of all, it is worth noting that on the basis of Federal Law No. 312-FZ 07/03/2016, only those students who have received state social assistance can apply for it.

Who should?

In accordance with the Order of the Ministry of Education and Science of the Russian Federation dated August 28, 2013 No. 1000 and the approved Procedure, the following may apply:

  • Orphans and children left without parental care
  • Disabled children and disabled people of groups I and II
  • Students are recognized as low-income, that is, the income of each family member does not exceed the subsistence level.
  • exposed to radiation at the Chernobyl nuclear power plant
  • became disabled due to injuries received during military service
  • have served at least three years in the RF Armed Forces under a contract

Also, do not forget that payments are possible only if you are a full-time student and on a budget basis. For correspondence and evening students, this opportunity is not provided.

Also, based on paragraph 16 of this order, during academic leave, maternity leave and child care leave until the child reaches 3 years of age, payments DO NOT STOP!

Let us dwell in more detail on the category of the poor. After all, it is precisely by this criterion that the vast majority of students apply, and at the same time, problems and questions always arise when applying for it.

At first glance, it seems that only two certificates are required. But in order to submit them to your dean’s office, you will need to work hard and collect several documents.

Size and exact amount of payments

Based on the Decree of the Government of the Russian Federation No. 899 dated October 10, 2013, the following minimum standards have been established:

  1. For secondary vocational educational institutions, which should be included (colleges, schools, technical schools) - 730 rub.
  2. For universities - 2010 rub.

It is paid monthly for one calendar year, after which it is required to issue a certificate again and obtain the approval of the commission.

In the case of studying in the regions of the Far North, or any territories equated to them, payments can be increased by the size of the regional coefficient (Law of the Russian Federation of February 19, 1993 No. 4520-1)

Peculiarities

Also, 1st and 2nd year students of universities, full-time students, with “good” and “excellent” grades, can count on increased social support in the amount 6307 rubles., in the event that they fall within the necessary criteria specified above. The amount may vary depending on the place of study.

If your parents are divorced, you will need to provide a copy of the divorce certificate, and if your last name does not match the last name of one of your parents, then you will also need your birth certificate and the same document from your parent. These documents are not specified in standard instructions and regulations, but it is better to have them with you if necessary.

Students studying full-time at universities and distinguished by good academic success can count on an academic scholarship. Additionally, some citizens may receive a social scholarship, which is awarded only if there are compelling reasons, for example, in the case of poor financial situation of students or the loss of a breadwinner. Every student applying for such a payment must know how to apply for a social scholarship. The procedure is considered quick and simple, since it is only necessary to collect the necessary documents, which are proof that the student really has the right to this payment.

Social scholarship concept

It is represented by a special payment assigned only to students of universities or secondary vocational educational institutions. A social scholarship for students can only be issued if the following requirements are taken into account:

  • the student must study at an educational institution exclusively on a full-time basis;
  • he must go to university on a budget;
  • he has good reasons for making the payment.

Funds are paid from the state budget. They are transferred to the student’s bank card or issued in cash through the university cash desk.

Payment of social scholarships is made exclusively to students who are in a difficult financial situation. It has a fixed amount, and upon receipt, the student can count on receiving other types of scholarships.

Who can receive?

Only privileged categories of citizens can count on receiving such a payment from the state. They must have evidence that they really need government support. The list of students who can receive such a payment is compiled by a special commission created at the university. During this process, the financial condition of each student is assessed. Payments are made to the following citizens:

  • children left without parental care;
  • orphans;
  • students who lose one or two parents during their studies;
  • disabled people of the first two groups;
  • citizens who became disabled during the liquidation of the consequences of the Chernobyl accident or as a result of participation in various military operations;
  • low-income students.

Each person applying for this payment must prepare certain documentation confirming his right to assistance from the state.

Destination Features

Students should know who is entitled to a social scholarship in order to apply for this payment if possible. To do this, certain conditions must be met, but the registration procedure itself is considered quick and easy. Features of the scholarship transfer include:

  • a social scholarship for students is assigned on the basis of a special closed list formed by the university commission;
  • Even first-year students can apply for payment, but they must study on a budget;
  • in addition to social benefits, citizens can count on an academic scholarship if they only have good marks in their grade book;
  • payment is assigned only if there are documents confirming that the student is included in a preferential category;
  • most often people who have lost their breadwinners, as well as children living in low-income families, apply for it;
  • Any student who meets numerous requirements can count on the payment, but it does not take into account in which region he has a permanent residence permit, so even a nonresident student can apply for help;
  • The scholarship is transferred not only during the period when the student is studying, but even while he is on academic leave or on parental leave.

Most often, funds are issued in cash at the cash desk of an educational organization.

Scholarship amount

Children left without parental care or other students included in preferential categories can count on a monthly social payment, the amount of which is determined by the management of the educational organization. This amount must be agreed upon with the trade union and the student council.

When determining the described payment, the amount approved by the Government of the Russian Federation for the current year is taken into account. The management of the educational institution can only increase this payment, and not decrease it. But at the same time, the excess amount is paid from the organization’s funds, and not from the country’s budget.

The minimum scholarship amount for students receiving higher education is 2010 rubles. If a citizen receives secondary vocational education, then the payment for him is reduced to 730 rubles. These minimum values increase if studies are carried out in the Far North.

How to apply for a social scholarship?

The procedure for processing this payment is considered quite simple. To do this you should:

  1. Initially, contact the social security authorities of the region of residence to obtain a certificate for a social scholarship, which confirms that the citizen has the right to assistance from the state.
  2. Next, you need to prepare documents for processing the payment, which are submitted to the dean.
  3. Compose an application for a scholarship, in which you must indicate the reasons for which financial support will be provided to the student.

The decision regarding the purpose of payment is made promptly, so starting next month, a citizen can receive funds if there are no grounds for refusal. If you figure out how to apply for a social scholarship, this procedure will not take much time.

What documents are required?

To process the payment, it is important to understand what documents are needed for a social scholarship. They are transferred to the dean’s office of the educational institution where the student is studying. These documents include the following papers:

  • a certificate from the social security authorities confirming the possibility of receiving payment;
  • citizen's passport;
  • a correctly drawn up application;
  • certificate of completion of training;
  • a certificate of the amount of academic scholarship for the last three months of study;
  • documents confirming that the applicant really needs support, and this may include income certificates for all family members, disability certificates or other documentation.

It is on the basis of these documents that a social scholarship is awarded. Who is entitled to payment? It is assigned only to people who truly belong to preferential categories, and therefore need state support.

How are funds paid?

Preferential categories of citizens can count on receiving a social scholarship only after it is properly completed. The documentation received by the dean is registered in the organization, after which the rector issues an order assigning a monthly stipend. This order is transmitted to the accounting department. But this payment has the following features:

  1. Based on the prepared documentation, the scholarship is awarded only for the next year.
  2. To continue receiving payments, you will have to prepare all the documents again if the student’s living conditions do not change.
  3. The scholarship is canceled if violations are detected on the part of the student, as well as if his studies are terminated.

Social scholarships will be paid to low-income students even if they take an academic leave.

Important points

Before applying for a social scholarship, you need to study some important information. These include the following:

  • a student studying part-time will not be able to claim this payment even if he has a registered disability group;
  • The transfer of funds begins only after the issuance of a special order by the rector;
  • Only Russian citizens can apply for such support, so foreign students will not be able to receive such a scholarship;
  • payment is transferred monthly for one year;
  • You will definitely have to first obtain a certificate from the social security authorities, which contains information about which preferential category the student belongs to.

The citizen must independently process the payment.

Reasons for refusal of appointment

Many students who are poor or orphans want to improve their financial situation, so they rely on financial support from the state. To do this, they receive a monthly social scholarship if they study full-time at a university on a budget. But they may face denial of this assistance. There may be various reasons for this:

  • a citizen studies for a fee, therefore cannot count on funds allocated from the state budget;
  • all necessary documents are not prepared;
  • the university management does not believe that a particular student really needs support;
  • It turns out that the submitted documents are fake.

If a student deceives the leaders of an educational institution in order to receive a social scholarship, this can lead to negative consequences. For example, if forged documents are transferred, according to which a citizen is classified as poor, then if the fact of fraud is revealed, all previously received funds will have to be returned. Additionally, the university administration may decide on the need to expel such a student. Citizens are often brought to administrative responsibility for such deception.

Can it be combined with other payments?

If a student is studying full-time, then, as already mentioned, he can apply for a regular academic scholarship. Its size depends on the learning outcomes. If a student receives only “excellent” grades during the semester, then he can apply for an increased scholarship, the amount of which is determined separately by each university.

Even if a student receives such a payment, he can still apply for a social scholarship. In this case, he will receive two stipends monthly. Money can be transferred to a bank account or issued in cash through the cash desk of an educational institution. In the latter case, you must sign a special statement every month.

Conclusion

A social scholarship is represented by a certain type of material support awarded to students of universities or secondary vocational institutions. It is paid only to citizens who need support and are classified as vulnerable categories of the population.

To process such a payment, it is necessary to prepare a certain package of documents. To do this, you will have to obtain a certificate from the social security authorities in advance. If a student stops studying, he loses the right to receive such a scholarship.

Scholarship payments are familiar to all students in the country without exception - every student of a higher or secondary educational institution received it at least during the first semester while he was an applicant. But in addition to the academic scholarship paid to students who receive “excellent” and “good” grades, there is also a social scholarship, which is a kind of social assistance measure for students in need of financial resources. The procedure for its payment has changed since January 1, 2017 - let’s figure out how to apply for a social scholarship in 2019.

What is a social scholarship?

A social scholarship is a student payment provided to full-time students under a budget program financed from the state treasury that meets the requirements of applicants for this scholarship.

The social scholarship is intended to alleviate the difficult financial situation of low-income university students and is paid in a fixed amount every month for one year, without affecting the student’s right to receive other types of scholarships - academic, gubernatorial, presidential, and so on.

Who is eligible to receive a social scholarship?

A special university commission is responsible for compiling lists of applicants for social scholarships. The decision to award a payment or to refuse a scholarship is based on the degree of social vulnerability of the student.

The main conditions for providing a social scholarship are:

  • completing a full-time educational program;
  • admission to an educational institution in a free department financed from the country’s budget;
  • receiving any type of social assistance from the state.

The list of persons entitled to receive a social scholarship includes:

  • orphans;
  • children without parental care;
  • students who lost their only parent or both parents during their studies;
  • children who were assigned a disability group after birth;
  • disabled people of groups I and II;
  • disabled people who received a disabled group after participating in hostilities or liquidating the consequences of the Chernobyl accident;
  • students from low-income families.

Features of assigning a social scholarship

The list of students who have the right to apply for social benefits from the university is closed, however, the assignment of a social scholarship has its own characteristics, according to which this financial assistance can be awarded in excess of the established norm.

Thus, full-time 1st and 2nd year students whose education is financed from the budget and who are going to receive a bachelor’s or specialist’s degree can apply for payment. Such students, subject to passing exams with “4” and “5”, will receive an increased social scholarship in the amount of 6,307 rubles (or more if a regional increasing coefficient is in effect in the given region).

A scholarship awarded under such conditions can be awarded based on the results of an interim assessment and only if there is documentary evidence of the student’s difficult financial situation. The possibility of receiving funds does not depend on the student’s place of registration - both city residents and nonresident students apply for scholarships on equal terms.

Another advantage of this type of payment is that it is accrued not only directly during the period of study (as in the case of an academic scholarship), but also while the student is on academic leave, on maternity leave for a child under 3 years old, or on sick leave due to pregnancy and childbirth.

Social scholarship amount in 2019

The amount of the social scholarship is approved by the management of the educational institution after agreeing on its size with the trade union organization and the student council of the university.

The amount of social benefits within the university cannot be lower than the amount approved by the Government of the country for the current year, taking into account the current level of inflation, the level of professional education and the category of students when making a decision. The university has the right to increase the amount of payments at its discretion, but at its own expense - the funds should not be allocated from money allocated from the country’s budget.

The minimum amount of the scholarship payment can also be increased by a regional coefficient, taking into account the educational process in one of the educational institutions of the Far North or equivalent territories (for example, a scholarship at Altai universities will be increased by a coefficient of 1.4).

The scholarship accrual period is 1 year, after which you will have to obtain a certificate again and submit a new application if there are legal grounds to continue receiving the payment.

Today we will talk about the scholarship, so eagerly awaited by every student who is entitled to it. In particular, we will look at how to apply for a social scholarship, tell you in what cases it is awarded, and what documents need to be collected for this.

A social state scholarship is a monthly payment provided for by law to low-income students enrolled in budget-funded education, and whose families have an income below the established subsistence level.

Grounds for applying for a social scholarship

In order to find out how to apply for a social scholarship, a student needs to contact the dean’s office or the relevant committee of his educational institution.

In mandatory cases, a social scholarship must be awarded to:

  • Orphan students and those who are left without a guardian.
  • Disabled people of groups 1 and 2.
  • Students who suffered as a result of radiation disasters and accidents.
  • Students who are legally recognized as veterans and disabled combatants.

The basis for awarding a scholarship is the provision of the necessary documents that confirm membership in a preferential category and a certificate from the social welfare service.

For other students who are recognized as low-income, a social scholarship is issued immediately after the mandatory category. The order of appointment of such a scholarship is determined by a specially created commission and depends on the degree of social vulnerability of students.

  1. Who have parents with disabilities of the 1st and 2nd groups.
  2. Who has non-working, retired parents?
  3. Students from a large family.
  4. Students from single-parent families.
  5. Students with children.

The basis for awarding a scholarship is the original certificate from the social welfare service. In addition, in some cases, a student must submit documents to the trade union committee that confirm that he belongs to a priority category that requires financial support.

How to apply for a social scholarship

To apply for a social scholarship, a student needs to provide only one certificate to the dean’s office of his university or college (sometimes directly to the accounting department) - it is obtained from the social service at the place of registration or temporary registration. In addition to the certificate, an application is written addressed to the rector or director (a request to award a scholarship based on the issued certificate). An application must be written in order for an order to be issued to assign you the requested benefit.

To obtain the appropriate certificate, you need to provide the following documents to the social welfare service:

  1. Original passport (will be returned).
  2. A certificate confirming the student’s studies at a specific educational institution.
  3. A document from the accounting department of the educational institution about the amount of the accrued scholarship based on the last three months.
  4. Certificate from the passport office from the place of permanent registration about family composition.
  5. Certificate of income for each family member. Income is considered to be wages, pensions, subsidies, scholarships, and other various compensation. Non-working family members provide the original work record book.

Why do you need to collect so many certificates?

The fact is that in order to assign you a certain status, you need to calculate the average income for each family member. Since they cannot apply for a social scholarship without reasons, these reasons must be established and one of them is the average income of each person in your family, if it does not exceed the subsistence level.

By the way, if you receive a significantly increased scholarship for academic success, the amount of which exceeds the cost of living established in a given region, then most likely you will not be given additional money. Or they will pay, but in exceptional cases (for example, if you are the only breadwinner or if you have children, so to speak, your own student family).

What to do next?

After submitting a package of documents to the SZN, within 15 days (in practice, immediately), the authorized department of this organization reviews the submitted documents, calculates the average family income and issues a certificate confirming the student’s right to receive the appropriate social scholarship. This certificate is issued in any month and is valid for one year. Therefore, it must be provided annually.

Having received such a certificate, the student submits it to the dean’s office of the educational institution along with an application of the appropriate form for the accrual of a social state scholarship.

The social scholarship is paid every month for one year. The amount of the social scholarship is determined independently by the educational institution, but cannot be less than the legally established minimum amount of the scholarship.

Answer: no way, such scholarships are paid only to state employees. However, this student may receive special awards - a presidential or university scholarship. In addition, for those who pay for their education, there is the possibility of receiving tax deductions.

Surely many have heard that in addition to a regular scholarship, it is also called an academic scholarship, students can also receive a social one. But not everyone knows how to properly arrange it. Let's try to figure it out by answering the most important questions on this topic.

What is a social scholarship?

All types of scholarships established in our country are specified in the Federal Law “On Education in the Russian Federation” (Article 36). This law regulates the basic rules for the appointment and payment of scholarships, and other laws and regulations complement and specify them.

For students The following scholarships are established by law:

  • State Academic. It is offered to all students who successfully study (without “C” grades or academic debts) in state organizations of medium and higher professional level, necessarily full-time and on the so-called “budgetary basis”.
  • State social. It is intended only for certain categories of students who need social support measures from the state, but also those studying full-time and at the expense of the budget.
  • Targeted scholarships. They are most often paid to students by legal entities or individuals who sent them for training.
  • Personalized scholarships. Established by authorities, individuals or legal entities, as a rule, with the aim of supporting the most capable and gifted students. These also include scholarships established by the President and the Government of the country.

As stated in Article 36 of the Education Law - the scholarship is a monetary payment that is intended to stimulate and (or) support students’ mastery of relevant educational programs.

Unions and (or) in the design of this proposal indicate that scholarships can serve both as an incentive for successful study and as financial support for the student. However, in the case of a social scholarship, it is the second that prevails. This is confirmed by the law list of categories of citizens who may qualify for social scholarships.

Who is paid the social scholarship?

Paragraph 10 of the same article lists in detail the categories of such persons, which can be divided into several large groups:

  1. and children left without parental care. Including those who are already 18 years old, but not yet 24.
  2. Citizens with disabilities. Namely: disabled children, disabled adults of groups 1 and 2, a separate category of disabled people since childhood, as well as citizens who became disabled as a result of or during military service.
  3. Persons affected by radiation. This is the accident at the Chernobyl nuclear power plant, tests at the Semipalatinsk test site and other radiation disasters.
  4. Combat veterans. Specifically, who belongs to this category is defined in the federal law “On Veterans”.
  5. Former military. Namely: those who have served for 3 years or more under a contract in enlisted positions in the Armed Forces of the Russian Federation, in the troops of the Ministry of Internal Affairs and other military formations. The list of the latter is quite long. But one of the essential conditions when assigning a social scholarship to persons in this category is the reasons for their leaving military service. So, if a serviceman is dismissed for health reasons or due to the end of a contract, then he will belong to the category of persons who are entitled to a social scholarship, but if due to deprivation of rank or loss of confidence, then not. Clause 5 of Article 36 of the Federal Law “On Education” contains a reference to these grounds provided for by the Federal Law “On Military Duty and Military Service” (Article 51).
  6. Citizens entitled to state social assistance. This category of persons is regulated by the Federal Laws “On State Social Assistance” and “On the Living Wage in the Russian Federation”. The first of them (Article 7) states that citizens have the right to social assistance from the state if their income is less than the subsistence level. This value is set quarterly in each subject of the Russian Federation, so it may be different at different times and in different regions.

All of the above categories of persons social scholarship is paid obligatory. Each educational institution creates a special scholarship fund for this purpose, from which payments may also be provided to other categories. For example, students from large, single-parent families, who have at least one disabled parent, and who have created their own young family with one or more children. All this is already determined by the rules of a particular educational institution.

What documents are required to assign a social scholarship?

These must be documents confirming that the student belongs to one or another category of persons who have the legal right to receive a social scholarship. Most often, the supporting document is a certificate obtained from the social protection authorities. It may take the longest to obtain a certificate confirming that a citizen belongs to the low-income category. To do this, the student must personally provide the following documents to the social security authority at the place of his permanent registration:

  • certificate from the place of study;
  • certificate of family composition;
  • family members, including all types of payments, including scholarships
  • the student himself over the past three months;
  • other documents that may be required.

A certificate confirming that the student belongs to the category of low-income citizens will be issued if the average per capita income in his family (the total amount of income divided by the number of family members) is less than the official subsistence level in the given region. This information is usually easy to find by visiting the official website of the authorities. The required certificate is issued for 1 year. Therefore, you will have to confirm your membership in this preferential category annually.

Adult nonresident students can try to apply for the appropriate certificate from the social security authorities at their place of study by writing a statement stating that they do not receive financial support from their parents. But for this they need, as a rule, not to have any other registration than a temporary one.

Where and when should I apply for a social scholarship?

University students usually write an application to the dean's office and attach all the necessary documents to it. In secondary professional educational organizations, as a rule, there are curators appointed by management who are responsible for this issue. As a general rule, you need to apply for a social scholarship at the beginning of the academic year. But, if a student belongs to the category of persons who are entitled to a social scholarship by law, they have no right to refuse to accept his application at any other time.

What is the amount of the social scholarship?

The amounts of social scholarships, as well as academic and some other types of government scholarships, are established by each educational organization independently within the established scholarship fund. But the minimum amount of scholarship payments cannot be lower than certain standards. These standards are established by Decree of the Government of the Russian Federation dated October 10, 2013 No. 899 (with the latest amendments dated April 4, 2014), according to which the amount of social scholarships in secondary vocational educational institutions cannot be lower than 730 rubles per month, and for university students - 2010 rubles per month.

However, it should be kept in mind that a social scholarship can be received simultaneously with other types of scholarships, for example, with a state academic one, and for good academic performance, according to the rules of the educational organization itself, it can be set at an increased rate.

Who can be denied a social scholarship?

If all the necessary documents are submitted, no one has the right to refuse her appointment. In some cases, social scholarships may not be paid to those categories of students who are additionally included in the list established by law by the university or college itself. But this should also be spelled out in the Regulations on the procedure for paying scholarships in a given educational institution.

If a student has academic debt after the examination session, the payment of a social scholarship to him is suspended. But only until the debt is repaid. After this, payments are resumed exactly from the day on which they were suspended.

A social scholarship on the grounds specified in the law can be paid throughout the student’s entire period of study and even during the period of officially registered academic leave, as well as maternity leave and childcare leave up to 3 years. But failure to pay the social scholarship required by law falls under Articles 145.1 and 285.1 of the Criminal Code of the Russian Federation.
