The training of specialists via correspondence is carried out at the Faculty of Correspondence Education of IPOS.

3. The Academy provides training in the following specialties:

at IPOS faculties

  • legal support of national security;

at the faculties of ICSI

  • information and analytical security systems;
  • information security of automated systems;
  • information security of telecommunication systems;
  • computer security;
  • cryptography;
  • countering technical intelligence;

at the Faculty of Foreign Languages

  • translation and translation studies.

3. These rules have been developed in accordance with the legislation of the Russian Federation in the field of education, legal acts of the Ministry of Education and Science of Russia, as well as legal acts of the FSB of Russia.

4. The selection of candidates for the Academy is carried out by the bodies of the federal security service in accordance with the legislation of the Russian Federation and the legal acts of the FSB of Russia regulating the procedure for selecting candidates for military service under a contract in security agencies.

The selection of candidates for the Academy by other departments in their own interests is carried out in accordance with interdepartmental agreements.

When selecting candidates, security authorities familiarize them with Section III of the Instructions on the procedure and conditions for admission of citizens of the Russian Federation to educational organizations of the FSB of Russia, approved by Order of the FSB of Russia dated May 20, 2014 No. 277, and these Rules.

5. The candidate’s application (report) for admission to study at the Academy must indicate: faculty, specialty or area of ​​training, a list of subjects of the unified state exam and additional entrance tests that the candidate plans to take, as well as a record of the candidate’s familiarization with these Rules reception.

6. For full-time study the following are accepted:

  • citizens of the Russian Federation who have not undergone military service - aged 16 to 22 years inclusive;
  • citizens of the Russian Federation who have completed military service, and military personnel undergoing military service by conscription or under contract - until they reach the age of 24 years.

The age of candidates is calculated on the date of their enrollment in training.

7. For distance learning the following are accepted:

citizens of the Russian Federation performing military service under a contract in security agencies (departments) - without age restrictions.

8. Females are accepted only to the Faculty of Foreign Languages ​​and the Faculty of Correspondence Studies of IPOS.

9. Candidates must have at least a general secondary education. The presence of education is confirmed by state documents on education of the established form.
Persons with higher education are not accepted to study in specialty programs.

10. Security authorities conduct a study of candidates, their medical examination, professional psychological selection (with a mandatory survey using a polygraph), checking the level of physical fitness, the procedure for obtaining access to information constituting state secrets, testing related to ensuring the security authorities’ own security, allowing to determine the suitability of candidates for military service under a contract in security agencies, the possibility and feasibility of sending them for training at the Academy.

11. Candidates undergo an initial and final medical examination.
The initial medical examination of candidates is carried out by a military medical commission of a security agency or the Center for Military Medical Expertise of the FSB of Russia (hereinafter referred to as the TsVVE FSB of Russia).

The final medical examination is carried out by the temporary military medical commission of the Academy (hereinafter referred to as the Academy's Military Medical Commission) upon the candidates' arrival at the Academy.

For candidates who have passed the initial medical examination of the Central Higher Medical Examination of the Federal Security Service of Russia, this examination is final.

12. The security agency, in accordance with the requirements of legal acts of the FSB of Russia, forms the candidate’s personal file and sends it to the Academy by April 15, 2016.

13. The conclusion of the IHC of the security authority and the conclusion on professional suitability are attached to the materials of the candidate’s personal file.

With the personal file of a candidate who has not undergone an initial medical examination at the Central Higher Medical Examination Center of the FSB of Russia, the following documents are sent in a separate package: an act on the results of the initial medical examination of the candidate with notes on the category of suitability for military service, the results of the necessary tests and examinations, certificates from dispensaries, an outpatient card from birth until the moment of admission to the Academy, information from the military registration and enlistment office at the candidate’s place of residence (if there are restrictions on military service). The package is marked: “to the military medical service of the Academy.”

14. The personal file shall indicate documented benefits that the candidate intends to take advantage of upon admission to the Academy.

15. Personal files of candidates who entered the Academy after the established deadline, as well as those completed in violation of established requirements, are returned to the security authorities (departments) that sent them.

16. Personal files of candidates who have not passed the initial medical examination, professional psychological selection, checking the level of physical fitness, as well as those who are denied access to information constituting a state secret, are not sent to the Academy.

17. If the candidates’ personal files meet the established requirements, the Academy sends them to the authorities security (department) calls from uka date, time and place of arrival.

Foreign language assignments for the counterintelligence faculty of IPOS consist of several standard assignments ranging from three to six (depending on the foreign language) - write words in the correct grammatical form, fill in the gaps with prepositions and articles, write questions for words and sentences, translate the text into foreign language, read a text in a foreign language and choose the correct answers, etc.

33. For additional entrance tests in physics, mathematics and social studies, the applicant is given 4 astronomical hours (240 minutes) without a break.

For the additional entrance test in the Russian language (exposition) for IPOS faculties, 3 astronomical hours (180 minutes) without a break are allotted.

An additional entrance test in a foreign language for the counterintelligence faculty of IPOS is allocated 1.5 astronomical hours (90 minutes).

34. Additional entrance tests in Russian and a foreign language to the Faculty of Foreign Languages ​​consist of two parts.

In the Russian language, both parts of the additional entrance test are taken on the same day: the first written part (exposition) and the second written part (lexico-grammatical work).

The first part of the entrance test in the Russian language (presentation) is allotted 2 astronomical hours (120 minutes).

The second part of the entrance test in the Russian language (lexico-grammatical work) is allocated 1.5 astronomical hours (90 minutes).

Parts of the additional entrance test in a foreign language (written part and oral part) are taken on different days.

The first part of the additional entrance test in a foreign language (written part) is allotted 1.5 astronomical hours (90 minutes).

30 minutes are allotted to prepare for the second part of the additional entrance test in a foreign language (oral part).

35. The applicant is not given the opportunity to change the version of the written assignment or take a second ticket when passing the oral part of the entrance test.

36. The results of additional entrance tests are assessed according to a hundred-point system.

The results of entrance tests to the Faculty of Foreign Languages ​​are assessed based on the sum of points received by the applicant during each part of the entrance test separately.

The Academy sets the following threshold score values, below which passing additional entrance tests is assessed unsatisfactorily:
Russian language, social studies, foreign languages, mathematics, physics - 40 points;
foreign languages ​​- 55 points.

37. During the additional entrance test, the applicant is required to have an identification document with him and present it at the request of the chairman (members) of the subject examination committee.

38. During additional entrance examinations, applicants are prohibited from:

talk, communicate with other applicants, change seats without permission;

make any notes or symbols on the sheets of written works, by which their authorship can be established;

use any auxiliary and reference materials not permitted by the subject examination commissions (textbooks, teaching aids, reference books, etc.);

use technical means (mobile phones, compact personal computers, voice recorders, etc.);

take notes while reading the text of the presentation.

39. Applicants who have violated one of the requirements of paragraph 38 of these Rules, by the decision of the chairman of the admissions committee or his deputy, may be removed from the exam, regardless of the amount of work performed. In this case, the chairman (deputy chairman) of the subject examination committee and the executive secretary of the admissions committee find out from the applicant the circumstances of the violation of these requirements. Upon the fact of a violation, the executive secretary of the selection committee and members of the subject examination committee draw up an act, which is approved by the chairman of the selection committee.

40. Repeated passing (retake) of additional entrance examinations in the same year is not permitted. Applicants who have received unsatisfactory grades are not allowed to participate in additional entrance tests for studies in other educational programs.

41. The applicant or his parents (legal representatives) must inform representatives of the admissions committee about the impossibility of taking additional admissions tests due to health reasons or other valid reasons, confirmed by documents, before the start of the additional admissions test. Medical documents on the state of health must be confirmed (certified) by the military medical service of the Academy.

By decision of the chairman or deputy chairman of the admissions committee, the applicant is allowed to take the missed additional entrance tests within the deadlines for their conduct.

Applicants who fail to appear for additional entrance examinations without good reason or who receive an unsatisfactory grade are excluded from the list of applicants by the decision of the chairman of the admissions committee.

Grades based on test results are communicated to applicants in accordance with the schedule. Announcing grades to parents (other legal representatives) is not permitted.

III. The procedure for filing and considering appeals against the results of entrance examinations

42. The applicant has the right to appeal the results of additional entrance tests.

To consider appeals during the period of additional entrance examinations, an appeal commission is created and the chairman of the appeal commission is appointed.

An appeal is a written statement by the applicant about the error, in his opinion, of the grade given on the additional admissions test. During the appeal process, only the correctness of the grade is checked. Consideration of the appeal is not a re-passing of additional entrance tests.

43. The appeal is submitted on the day the score obtained in the additional entrance test is announced.

Before filing an appeal, the applicant has the right to review his work in the presence of a member of the subject examination committee.

An applicant who wishes to file an appeal must have an identification document with him. The applicant has the right to be present during the appeal hearing.

One of the parents or legal representatives has the right to be present with a minor applicant (under 18 years of age).

44. If it is necessary to change the grade (increase or decrease), the decision of the appeal commission is formalized in an act, in accordance with which changes in the grade are made to the applicant’s examination paper, examination sheet and examination sheet of the applicant.

If disagreements arise, a vote is held in the appeal commission, and the decision is approved by a majority vote. The decision of the appeal commission is brought to the attention of the applicant (against signature). This decision is final and cannot be revised.

45. The fact that the applicant has familiarized himself with the Rules for filing and considering appeals based on the results of additional entrance tests at the Academy is recorded in the examination sheet and certified by the personal signature of the applicant.

IV. Procedure for holding the competition

46. ​​Applicants who have successfully passed additional entrance examinations and have positive results on the Unified State Examination participate in a competition held by the Academy’s admissions committee.

47. Applicants participating in the competition must submit educational documents (originals) no later than one day before the meeting of the admissions committee for enrollment.

48. The results of the competition are summed up according to the passing score, determined from the ratio of the number of applicants who successfully passed the entrance examination and the number of study places at the relevant faculty.

The passing score is set separately for each faculty (educational program).

For non-resident candidates, the passing score is determined taking into account the number of places to live in the hostel.

49. If all the necessary requirements are met, applicants who have scored a number of points equal to the passing score or more than the passing score when passing additional entrance tests are considered to have passed the competition.

If applicants who have scored the same number of points participate in the competition, applicants who have scored more points in the core subject have priority.

50. Applicants who did not pass the competition for training in the chosen educational program have the right to participate in the competition for training in another educational program, provided that additional entrance tests and Unified State Exam subjects coincide.

51. As additional entrance tests, the admissions committee, at the request of applicants, counts the results of:

winners and prize-winners of the Interregional Olympiad for Schoolchildren in Mathematics and Cryptography;

winners and prize-winners of the “Interregional Olympiad for schoolchildren on the basis of departmental educational institutions” in physics, mathematics and foreign languages.
Winners and prize-winners of the Olympiads are equal to those who scored 100 points when passing an additional entrance test in a general education subject corresponding to the profile of the Olympiad.

The decision to provide benefits for the winners and prize-winners of other school Olympiads held in the manner established by the Ministry of Education and Science of Russia is made by the admissions committee before July 1, 2016.

52. Personal files and materials for applicants who did not pass the competition must be returned to the security authorities (departments).

53. Applicants who are not enrolled in training are sent to their place of residence (to the place of military service) in the manner established by the current legislation of the Russian Federation and departmental legal acts.

Talking about the TOP-10 (or any other leading number of universities) in this structure will not be entirely correct for two reasons. Firstly, there are only 14 such educational institutions in the Russian Federation (including the First Cadet Border Corps of the FSB, which only prepares young cadets for higher education). And, secondly, in this structure, for clear and obvious reasons, there are no shortcomings in financial or material support, nor the problem of poor teaching. The only institution that can be given some preference is the Moscow FSB Academy, which trains specialists (of course, narrowly specialized ones) of a simply fantastic level.

Features of training

The specificity of training in universities of this type is not just special - it is unique. Due to the closed nature of most of the curricula, especially those related to professional training, the Federal State Educational Standard for Higher Professional Education in academies and institutes of the FSB regulates the content of only the first two basic cycles, which include subjects in the humanities/social/economics and mathematics/natural sciences. Accordingly, their selection is the same in all universities. The disciplines that future officers will need to master do not vary depending on the professional specialization of the educational institution - be it the training of border guards, cryptographers or counterintelligence officers.

The first of the cycles necessarily includes the study of the fundamentals of management, law, economics, foreign language and philosophy. The second program includes information theory, computer science, physics, discrete mathematics, mathematical statistics, probability theory, analytical geometry and mathematical analysis.

The professional part includes disciplines from the field of information security. These are programming languages, hardware and software and cryptographic methods of information security, electrical engineering and circuitry, document management, information security management and others.

In addition, serious attention is paid to physical and psychological preparation. Even if admitted without passing high sports standards, passing an internal medical examination and an interview using a polygraph (“lie detector”), the candidate is not allowed to take the entrance exams. Only 1 person out of 8 manages to pass this initial “sieve” of selection.

When training employees in the structure of the FSB, more than anywhere else, the principle of continuity operates, so the chances of getting into the number of students without being “one of our own” are frankly meager. Nevertheless, they exist: for example, for applicants to ICSI, a huge advantage will be knowledge of one of the rare languages ​​(Hindi, Chinese) or perfect knowledge of one of the European languages ​​(Spanish, French, etc.).

Quality of training

This is a rare case when you can honestly say: the quality of education is at the highest world level. The teachers are legendary personalities, many of whom are Heroes of Russia and Heroes of the Soviet Union. According to reviews of current FSB officers who attended departmental universities at different times, the level of legal, physical, mathematical and language training in them is higher than in Moscow State University and MGIMO. In the FSB system, it is more correct to talk not about the bachelor’s specialties, but rather about the military specializations of newly minted lieutenants (this rank is mandatory for graduates). But even in this case, it is difficult to determine the greater or lesser popularity of one direction or another - in this structure there are simply no unpopular ones. FSB institutes do not accept girls for all specialties. Most often, “female persons” (nothing personal - this is what they say in the official admission rules) can enroll in foreign language faculties. In the capital's Academy of the Federal Security Service, in addition to foreign language, for beautiful (and, of course, smart) ladies, the IPOS faculty (Institute for the Training of Operational Personnel) is also open, but only for distance learning.

The courses trained operational personnel for the Cheka. The People's Commissariat of Internal Affairs is created. This leads to the creation of the Central School of the Main Directorate of State Security within the structure of the Soviet NKVD. During the Second World War, the educational institution graduated several thousand workers who managed to organize a fairly effective fight against the Nazis. The next reform of the school took place in 1952. On its basis, the Higher School of the USSR Ministry of State Security was formed. In 1962, this educational institution was named after Felix Edmundovich Dzerzhinsky.

Academy structure

The FSB Academy, the faculties of which are presented in the article, trains personnel in many specialties that are in demand today in law enforcement and military departments. The structure of a higher institution contains three main segments within which training is carried out.

1) The Institute for Training Operational Staff provides qualified training of personnel in a number of main areas of activity of the FSB. In both cases, graduates of the institution receive a diploma in the specialty “Legal Support of National Security”. The first trains employees of the investigative units of the FSB, and the second trains operational workers. At the same time, the counterintelligence faculty trains employees in two specific areas: operational activities with knowledge of foreign languages ​​and knowledge of modern information technologies.

2) The second division of the academy is the Institute of Cryptography, Communications and Informatics. Its graduates today are rightfully considered the best specialists in the field of information security. At the end of the training, employees are given a qualification such as “information security specialist.”

3) The Faculty of Foreign Languages ​​is the youngest department of the university. It was created in 1990. The faculty trains professional translators for the FSB.

Features of admission - first stages

There are many features of the recruitment process that the FSB Academy is famous for. Faculties and specialties of different directions are replenished with personnel on absolutely equal terms. The first stage of selection is a medical examination. To enter the academy you must be in good health. It will be checked throughout the entire period of study at the institution.

For example, the investigative unit conducts additional exams in social studies and the Russian language, and the Institute of Cryptography conducts additional exams in physics and mathematics.
