The question of forming permanent units of the Marine Corps was raised in 1910. In 1911, the Main Naval Staff developed a project for the creation of permanent infantry units in the main fleet bases: an infantry regiment of the Baltic Fleet, a battalion of the Black Sea Fleet and a Vladivostok battalion. In August 1914, three separate battalions were created in Kronstadt from the personnel of the Guards Fleet Crew and the 1st Baltic Fleet Crew. At the same time, the formation of naval battalions of the Black Sea Fleet began.
All formations of the Marine Corps, according to their purpose and the nature of the tasks performed, were divided into two types: units intended for land fronts, and units and formations of the Marine Corps operating in naval theaters.
Permanent Marine units served in World War I (1914-1918) as well as the Civil War (1917-1922). After the end of the Civil War they were disbanded again.
In the summer of 1939, a separate special rifle brigade was formed as part of the coastal defense of the Baltic Fleet, which took part in the Soviet-Finnish war of 1939-1940. In May 1940, it was reorganized into a special marine brigade.
The Marine Corps received further development during the Great Patriotic War (1941-1945). With the outbreak of hostilities in fleets, flotillas and naval bases, the formation of brigades and battalions of marines began, which were staffed from personnel of ships, coastal units and naval educational institutions. They were intended primarily for conducting combat operations in coastal areas, primarily in amphibious and anti-amphibious operations. In total, during the Great Patriotic War, 21 brigades and several dozen separate regiments and battalions of the Marine Corps operated in various sectors of the Soviet-German front. Marine units took part in the defense of Moscow, Leningrad (now St. Petersburg), Odessa, Sevastopol, the Arctic, Stalingrad (now Volgograd) and others. They influenced the rear and flanks of enemy groups, diverted their significant forces, and assisted the troops striking on land. In August 1945, the Marines landed at the ports of Korea, South Sakhalin and the Kuril Islands. In total, during the Great Patriotic War, the Marine Corps participated in more than 120 landings. After the creation of the Armed Forces of the Russian Federation in the first half of the 1990s, the Marine Corps was transferred to a new organizational structure. The essence of its transformations was to give greater independence to subunits and units when performing tasks in isolation from the main forces.
