The real bottom. They hire just anyone to teach, as long as they ask for less money. The management itself is also terrible, the schedule is set up so that two different courses meet in the same classroom and then split up. Legal education in Siberia has a centuries-old history, beginning with the opening of the Faculty of Law at Tomsk State University in 1898. The judicial and legal reform, which began in Russia in the 90s of the 20th century, could not but affect the state of legal education in the country. The result was the establishment of the Russian Academy of Justice and its interregional branches.

The achievements of the Tomsk Law School were recognized by the opening on January 3, 2001, on the initiative of the leadership of the Russian Academy of Justice and with the support of the Governor of the Tomsk Region V.M. Cress of the West Siberian Branch of the Academy. From that moment on, employees of the judiciary began to undergo training in Tomsk, and the branch also organized training for specialists for the judicial system in the specialty “Jurisprudence”.

West Siberian Branch of the Russian Academy of Justice inherited the best traditions of the Tomsk Law School, accumulated over 110 years of development of legal science and education in Tomsk, and continues to develop them.

The Governor of the Tomsk Region, the Tomsk Regional Court, and the Arbitration Court of the Tomsk Region provided invaluable assistance both in creating the material base of the branch and in ensuring the educational process. The result of this in 2004 was the opening of a full-time department in the West Siberian branch of the Russian Academy of Justice. In 2009, the first graduate of the full-time department took place.

Thanks to cooperation with the Law Institute of Tomsk State University, the Academy’s branch has taken a strong position in the educational services market, and its graduates are in demand by judicial and law enforcement agencies.

Thus, the head of the FSB department in the Republic of Yakutia, the head of the legal department of the Parliament of the Chechen Republic, the head of the forensic medical examination bureau of the Tomsk region are graduates of our branch. We maintain connections with our alumni. Among the students of the correspondence department of the Faculty of Law, who receive a second higher education in the branch, there are holders of the academic degree of candidate and doctor of sciences. It is planned to soon establish a club for the branch's alumni.

Over the years of the existence of the educational institution, graduates of the faculty of advanced training have made a worthy contribution to the implementation of judicial reform in Russia. Every year, more than 700 employees of judicial authorities improve their skills at the West Siberian branch. An independent direction in the organization of the advanced training branch is the training of justices of the peace. In the period from 2005 to 2007, more than 200 justices of the peace and more than 250 employees of the apparatus of justices of the peace of the constituent entities of the Russian Federation were trained.

In 2005, the first scientific conference of undergraduate and graduate students of the branch “Law in the system of humanities” was organized at the branch. Since 2006, the interregional scientific conference of students, graduate students and young scientists “Russian justice in the third millennium” has been held in the branch annually with the publication of conference materials.

In 2006, the West Siberian branch was awarded a diploma by the Ministry of Education and Science of the Russian Federation and the All-Russian public organization "Russian Youth Union" in the category "Models of organizing student self-government in educational institutions of higher and secondary vocational education." In the same year, the Yearbook “Scientific Notes” was established, in which the results of the scientific activities of the branch’s teachers are published and its first issue was published. Currently, 4 issues of the yearbook have been published.

In 2007, full-time students of the Faculty of Law, Roman Turbin and Irina Chernyshova, won a competition organized by Altai State University (Barnaul) for the best knowledge of the judicial mechanism for the protection of human rights. Full-time student Irina Chernyshova was also awarded a special diploma from the Governor of the Tomsk Region in 2007 for winning the nomination “Best Student Work” in the regional competition “Education of the Tomsk Region - Against Corruption.”

In 2008, during a comprehensive assessment of the activities of the Federal Service for Supervision of Education and Science, the branch confirmed the high status of the Academy and was accredited for the next term. From 2008 to 2010, teachers of the branch published more than 300 scientific articles, 8 monographs, 8 textbooks and teaching aids, more than 80 methodological developments for students and listeners. 9 dissertations were defended, about 100 expert opinions were prepared, more than 20 scientific events were organized at the branch. 36 teachers improved their professional qualifications. The total amount of funding for scientific activities amounted to 5944.2 thousand rubles.

In 2010, the head of the department of civil law disciplines, associate professor Kalinin I.B. became the winner of the All-Russian competition for the best scientific book. During the specified period, students of the branch took part in 13 scientific competitions, in which 26 students of the branch became winners. In 2010, a legal clinic was created in the branch, where students, under the guidance of judges of the Tomsk Regional Court and experienced teachers, acquire practical skills by providing primary legal assistance to the population. In the same year, the KVN team of the branch took 1st place at the KVN competition in Moscow.

The leadership of the branch develops the activities of student government bodies and encourages student initiative, which makes it possible to facilitate the social adaptation of students and form their moral guidelines. All activities of student government are aimed at developing initiative, independence and responsibility of students. The branch has created several sports sections in various sports. In 2005-2007 27 full-time students took prizes in various sports competitions (football, cross-country skiing, wrestling, chess), including those at the regional level. The branch team successfully competes in the Tomsk region winter football championship.

The branch actively develops amateur artistic activities of students. The avant-garde rock group led by student D. Sirotin is especially popular. A regular participant in student skits and KVN is the student miniature theater. The dance group is regularly invited to various city youth events. Particularly active students work on the editorial board of the student newspaper “Servants of Themis”. On its pages, current problems of student life and the educational process are discussed. The newspaper is an important channel of communication between students and teachers. The branch operates in two buildings located close to each other. The main building is located in the historical center of the city (Lenin Square, 2) and is an architectural monument of federal significance. The second educational building is located at st. Shishkova 13.

Legal education in Siberia has a long history, beginning with the opening of the Faculty of Law at Tomsk State University in 1898. Over the course of 110 years, the Tomsk law school was formed. Over more than a century of history, it has gone through a difficult path. The small faculty grew into a generally recognized educational institution, which became the basis for the dissemination of legal sciences in Siberia.

The judicial and legal reform, which began in Russia in the 90s of the 20th century, could not but affect the state of legal education in the country. One of the manifestations of the successful implementation of reforms in the judicial and legal sphere was the establishment of the Russian Academy of Justice and its interregional branches.

The achievements of the Tomsk Law School were recognized by the opening on January 3, 2001, on the initiative of the leadership of the Russian Academy of Justice and with the support of the Governor of the Tomsk Region V.M. Cress of the West Siberian Branch of the Academy. From that moment on, employees of the judiciary began to undergo training in Tomsk, and the branch also organized training for specialists for the judicial system in the specialty “Jurisprudence”.

The Governor of the Tomsk Region, the Tomsk Regional Court, and the Arbitration Court of the Tomsk Region provided invaluable assistance both in creating the material base of the branch and in ensuring the educational process. The result of this in 2004 was the opening of a full-time department in the West Siberian branch of the Russian Academy of Justice. Currently, all conditions have been created for the successful operation of the branch: high-quality renovated classrooms, computer classes, a library with a reading room, a methodological office, a forensic laboratory, etc.

Thanks to business cooperation and interaction with the management and teaching staff of the Law Institute of Tomsk State University, the Academy branch has taken a strong position in the educational services market.

The Law Institute of TSU and the West Siberian branch of the RAP successfully cooperate to train highly professional specialists for work in the judicial system, law enforcement agencies and government agencies.
Currently, the West Siberian branch annually improves the qualifications of more than 500 employees of judicial authorities. The educational process at the Faculty of Advanced Training (FPC) is provided by highly qualified judges of the Tomsk region: Obukhova E.A., Simancheva L.V., Kin A.R., Kress V.V., Makeeva T.I. and others. The dean of the faculty of advanced training is retired judge of the Tomsk Regional Court V.A. Tolstoguzov. The educational process with FPK students combines theory and practical training with trips to the courts of the Tomsk region. An independent direction in the organization of the advanced training branch is the training of justices of the peace. In the period from 2005 to 2007, more than 200 justices of the peace and more than 250 employees of the apparatus of justices of the peace of the constituent entities of the Russian Federation were trained.

Thus, over the years of its activity, the branch has proven that it is a good school for training and retraining specialists already working in the judicial system. Over the years of the existence of the educational institution, graduates of the faculty of advanced training have made a worthy contribution to the successful implementation of judicial and legal reform in Russia.

Currently, 279 full-time students and 550 part-time students are studying at the Faculty of Training of Specialists for the Judicial System (Faculty of Law). The vast majority of part-time students (more than 65%) are court employees, and more than half of full-time students were accepted after successfully passing entrance tests in the areas of the judiciary. It is significant that students from 17 constituent entities of the Russian Federation study at the branch, including from such distant cities as Komsomolsk-on-Amur, Nazran, Grozny, Yekaterinburg, Moscow, Kyzyl and others.

The correspondence department, which provides a second higher education, is especially famous among court employees. An interesting indicator of the level of correspondence students is the presence of students with PhD degrees (5 people). Correspondence student Mazur E.S. submitted for defense a doctoral dissertation on the problems of psychology of court workers.

All graduates of the branch are in demand by judicial and law enforcement agencies. Almost all of them are employed, and some of them are responsible officials. For example, the head of the department of the Federal Security Service in the Republic of Yakutia is a graduate of the branch V.M. Panasenko, branch graduate V.P. was appointed head of the Judicial Department for the Tomsk Region. Yurinsky, head of the legal department of the Parliament of the Chechen Republic - S.I. Khizriev, judge in the Republic of Tyva - V.A. Kara-Sal, Head of the Bureau of Forensic Medicine of the Tomsk Region - S.Yu. Kladov and others.

The educational process in the branch is provided by highly qualified teaching staff and practical employees of the judiciary. Of the 67 teachers, 36 people have a Candidate of Science degree, 6 people are Doctors of Science. The constant increase in the number of students requires special work to improve the quality of teachers. Training our own young teaching staff from among the Academy’s graduates is one of the branch’s priority principles.

Currently, 4 teachers of the branch are graduate students and applicants of the Academy, while 3 teachers are successfully working on doctoral dissertations. Some teachers of the branch are laureates of the Governor's Prize of the Tomsk Region in the field of education and science. Today the branch is increasing its scientific and pedagogical potential.

In 2005-2007 6 full-time employees successfully defended their PhD theses. Other teachers who constantly improve their professional level, are actively engaged in research work, publish monographs, educational and teaching aids also prepare for the defense of dissertations. In total, over the past 5 years, teachers of the branch have published 18 textbooks and teaching aids, 13 monographs and released 109 educational and methodological developments.

The teaching staff of the branch actively participates in various conferences on topical issues of organizing the activities of the judiciary, state and law, and teaching methods. An important area of ​​work of the teaching staff is the preparation of draft laws of the Tomsk region, as well as their scientific examination.

The branch carries out a lot of scientific work with students. Annual student scientific conferences with the participation of students from other law universities in Tomsk have already become traditional. Based on the results of the conferences, 4 collections of scientific works of students were published.

It is becoming a tradition for our students to participate in conferences held at the Academy and its other branches. Students also take an active part in scientific conferences held by other universities. The branch constantly interacts with the regional Office of the Federal Drug Control Service, takes part in competitions held by this service and carries out joint work on the prevention of drug addiction. Constant communication between teachers and court staff with students within the framework of student self-government bodies teaches students the skills of a professional attitude towards their future activities and forms legal consciousness.

Today, the West Siberian branch is at the beginning of its development path, the branch is about to graduate from the full-time department, and not all of the assigned tasks have been solved. Active work is underway to strengthen the material base, improve the educational process, and improve the qualifications of teachers. But the most important task of the branch is to strengthen its position in the educational space of Tomsk and Western Siberia, which has its own history of more than a century.
