With persons selected for admission to educational institutions of vocational education of the Ministry of Internal Affairs of Russia, other educational institutions with tuition fees of the Ministry of Internal Affairs of Russia, a contract is concluded by the internal affairs body sending the citizen for admission to educational institutions. The terms of the contract provide for a period of service in the internal affairs bodies of at least 5 years after graduation from an educational institution, and also stipulate the period for the entry into force of the contract (from the day the citizen is enrolled in studies or after completing the first year of study upon reaching 18 years of age). After graduation from an educational institution, the terms of the contract, with the exception of a period of service in the internal affairs bodies of at least five years, can be revised by agreement of the parties. Additional conditions cannot worsen the official or social position of the employee, which was provided for when concluding the contract. In exceptional cases, on the initiative of the listener (cadet) and the consent of the head of the internal affairs agency that concluded the contract, it may be re-signed with another internal affairs agency. The contract is concluded after the registration of the personal file of the citizen entering. It is drawn up in writing and signed by the citizen and the relevant head of the internal affairs body. The contract is drawn up in two copies, one of which is attached to the personal file, and the other is issued to the employee.

Entrance exams

Admission to study of candidates entering full-time study at educational institutions of higher professional education is carried out through competitive selection based on the results of entrance exams. Admissions committees are formed to organize and conduct entrance exams in educational institutions.

Before the start of the entrance exams, candidates for study undergo additional medical and psychological examinations directly at the educational institution. The examination recommendations are subject to mandatory consideration when the selection committee makes a decision on admitting a candidate to the entrance exams. If the selection committee disagrees with the conclusions of the professional psychological examination, the reasons for the decision made are stated in writing as an appendix to the minutes of the meeting of the selection committee. Before the start of the entrance exams, candidates undergo a rapid test for the use of narcotic and psychotropic substances. In case of refusal to undergo the study or a positive test result, the candidate is not allowed to take the entrance examination.

Candidates admitted to the entrance examinations are given an examination sheet of the established form, with a photograph of the applicant, sealed with the seal of the educational institution.
The applicant's attendance at the exam is required at the scheduled time. Persons who fail to appear at one of the exams without good reason will not be allowed to take further exams. The examinee must inform the admissions committee of the impossibility of appearing for the exam before the exam and submit a supporting document no later than three days after the scheduled exam. In this case, the applicant is given the opportunity to take exams at other times at the discretion of the admissions committee.

Those who receive an unsatisfactory grade in one of the exams are not allowed to take further exams. Retaking exams is prohibited.

An appeal regarding a change in exam grade must be submitted on the day of the oral exam or on the day the grade for the written exam is announced. The procedure for filing and considering an appeal is established by the admissions committee and is required to communicate it to all applicants in an accessible form before the start of the exams.

Entrance tests in physical training are counted provided that the applicant fulfills the first three standards.

Enrollment procedure

Enrollment for studies is carried out by order of the head of the relevant higher vocational educational institution based on the decision of the admissions committee, made based on the results of the entrance exams. The decision of the selection committee is documented in a protocol signed by all its members.

The following are admitted to universities without entrance examinations:

Winners and prize-winners of the final stage of the All-Russian Olympiad for schoolchildren, members of national teams of the Russian Federation that participated in international Olympiads in general education subjects and formed in the manner determined by the Ministry of Education and Science of the Russian Federation, in areas of training (specialties) corresponding to the profile of the All-Russian Olympiad for schoolchildren, the international Olympiad .

• Preferential rights for admission to higher education institutions are enjoyed by:
