In the elections on September 18, 2016, Vladimir Lazarevich Evlanov was elected as a Deputy of the State Duma of the VII convocation from electoral district 0046, Krasnodar - Krasnodar Territory. Member of the United Russia faction. Member of the State Duma Committee on Economic Policy, Industry, Innovative Development and Entrepreneurship. The start date of the term is September 18, 2016.

It looks like Vladimir Evlanov's 12-year reign over Krasnodar is blowing the final whistle. The head of Kuban, Veniamin Kondratyev, invited the mayor of the regional center to run for the State Duma in the next elections, which will be held in September. This means that Evlanov will still have to vacate his seat. To whom, of course, is not yet known. A new city manager will likely be introduced in the next few months.

The city needs to move forward. Vladimir Lazarevich, the city needs your experience, which has been acquired over decades. I suggest you run for the State Duma in the Krasnodar single-mandate constituency and make Krasnodar even more beautiful, more convenient and comfortable for living. “I ask you to make a correct, balanced and necessary decision for the residents,” Veniamin Kondratyev proposed at an extended meeting of the Duma.

Evlanov himself was probably ready for such a turn in his career. Although the recent criticism of his work could have yielded much more dramatic results. And after the sensational debriefing at the ZSK session, no one would have been particularly surprised by the resignation to nowhere. However, the governor’s proposal to change the mayor’s job does not mean a guaranteed mandate for Evlanov. Even if Vladimir Lazarevich decides to take this step, he faces a serious fight in the upcoming elections in September.

I am grateful for the criticism; I understand that the city needs a reboot and new approaches. There are many tasks, time has created new problems that did not exist before. Today they are acute. And in any case, wherever I am, I will continue to deal with them and help solve problems. I hope that 12 years have passed with benefit for the city,” noted Vladimir Evlanov.

For the city, Evlanov’s entry into the State Duma is a very profitable step. First of all, this is a great opportunity to strengthen our position at the state level. And the whole of Kuban could use a reliable person in the federal center.

Today we heard from the governor an assessment of the work of the mayor and his new team - he noted both the pros and cons. But we must understand that many of the city’s problems cannot be solved locally - we need a federal level,” says ZSK deputy Nikolai Petropavlovsky. - The governor needs people in the government, the Federation Council and the State Duma who will work for the benefit of the region. And for Vladimir Evlanov this is a good option to prove himself as a deputy.

Meanwhile, political scientists and experts are already predicting a heated battle in the elections and are discussing what advantages the region will receive if Evlanov does get to Moscow.

If Evlanov still runs and gets into the State Duma, then Kuban will receive one of the most experienced managers in the parliament. One can argue for a long time about the quality of Evlanov’s work, but no one from the current establishment has such experience in managing the regional center as he does. The hottest battle in the elections will take place in Krasnodar, and for the party in power, Evlanov is a truly strong candidate. The previously predicted successes of the communists in the elections now do not seem at all obvious, says political scientist Alexander Topalov

Vladimir Evlanov has served as mayor since 2005, and he is also a member of the United Russia party.

This was the first reaction of Kuban politicians on social networks. Alexey Gusak is joyfully jumping on the side of the road, and Sergei Obukhov is waiting for a serious fight in the elections.

BY THE WAY

The Krasnodar region is represented in the State Duma of the 6th convocation by 18 people. Among them, 11 are from the United Russia party. However, with the exception of Alexander Remezkov and Alexei Tkachev, many names from the list of people's representatives will mean absolutely nothing to the Kuban people.

Member of the Federation Council of the Federal Assembly of the Russian Federation from the Krasnodar Territory - Vitaly Ignatenko.

Hello, my name is Skripnik Ekaterina Nikolaevna. My mother lives on Brothers Drozdov Street, 16, and I live on Suvorov Street. My mother is 90 years old, and I have to visit her every day. Someone dug up a month ago the passage from Zheleznodorozhnaya Street and the Drozdov brothers between houses 26 and 22. There is now knee-deep mud there. And next to it is a kindergarten and a school. Plus, the road there has a slight slope, and we slip and fall. We can’t find anyone to fill the hole.

V. Evlanov:

- We know about this situation. In the coming days, when the rains stop and it becomes possible to asphalt that area, the services will take care of it.

- Thank you very much, goodbye.

Good afternoon, Vladimir Lazarevich. My name is Elena Nikolaevna Simakova. Every time heavy rain causes flooding on a number of city streets. Suvorov, Thermal Power Plant, Northern Bridges, Stavropolskaya... Cars stall, and congestion immediately arises. Will the issue of storm sewer capacity be somehow radically resolved?

V. Evlanov:

- Indeed, after heavy rains in the city, roads and streets are flooded. It is not always caused by low storm sewer capacity. It happens that the amount of precipitation that falls in a short period of time exceeds the average monthly norm and, as a result, local areas of flooding occur in places. To eliminate flooding that occurs under unfavorable weather conditions, 4 operational teams have been created to pump out rainwater after heavy rainfall using vacuum machines. In addition, in the fall, storm drains become clogged with fallen leaves, and county utilities clean storm drains of leaves. About 12 teams are engaged in this work every day.

Vladimir Lazarevich, you are worried about Alexander Ivanovich Sobol. I take my granddaughter to school No. 47, this is the corner of Sadovaya and Serova streets. Near the tram track there is impassable mud. Children cannot get through after the rain. There is a section of about 20 meters. Is it possible to asphalt the road?

V. Evlanov:

- Specialists will look at this place. They will decide what can be done. Broken roads are a citywide problem. As soon as communication failures arise, utility workers take permission from the administration, dig, but, as a rule, do not have time to close the holes. We will definitely resolve this issue.

Good morning. Boris Nikolaevich is bothering you. I live in Krasnodar on Kurskaya Street. It is between Alma-Ata and Minskaya streets. When Alma-Ata was reconstructed, our street was badly damaged by freight transport. Currently, residents have laid asphalt from Tulskaya to Tashkentskaya streets. And from Tashkent to Kharkov, where mostly pensioners live, it was not possible to patch the potholes. Is it planned to reconstruct Kurskaya Street?

V. Evlanov:

- Now, while the weather is favorable, the task is to completely complete the reconstruction of Alma-Atinskaya street to Kalyaev. Light poles have been installed there, sidewalks will soon be built. Upon completion of the repairs, we will put in order those roads that were damaged or damaged. Everything will be restored. Including Kurskaya street.

Thank you very much. One more question. Now I live near the railway station and often see people lying right on the sidewalk in this weather. I understand that they have no place to live and have no one to go to. Today I came to a bus stop, there was a man lying there with a broken face. I turned to the police officer. But the policeman did not listen to me, he said that this was not within his competence. I started dialing 01, 03. Everyone said that this did not concern them. The only ones who listened to me were this administration service - 050. They seemed to promise to take action. It's a pity, because they are people! They even build shelters for dogs! How do we solve this problem?

V. Evlanov:

- Indeed, this is a serious problem and we are working on solving it. Firstly, we have shelters for people without a fixed place of residence. But the people themselves do not always agree to be present in these houses. Thank you for bringing this issue to our attention. The fact that you turned to the policeman and he did not take any action is a disgrace. Unfortunately, such cases happen everywhere, and we will talk to the police again so that they react.

We will deal with non-payments!

Hello, Vladimir Lazarevich. My wife works in a antenatal clinic as a nurse. I once read in “Arguments and Facts” that wages should be no less than the subsistence minimum for the working population. And her salary is 2900 rubles. I know that there are some additional payments from the city of 1000 rubles for those who have a small salary. So in consultation No. 4 there are no such additional payments. Why is not clear. Is it really possible to live on three thousand? They do the dirtiest work. Do you agree?

V. Evlanov:

- I agree that our service personnel, both medical and educational, have very low salaries. But the level of wages themselves is not determined by the municipality. Therefore, we have introduced our own municipal surcharge for low-paid categories of workers in medicine and education. It should be everywhere. Therefore, we will definitely figure out why no additional payments are made during this consultation.

- Thank you! We have a mayor in place.

Hello, Nina Vasilievna is bothering me at the request of her husband, a disabled person of the third group. On April 29, 2008, the regional Law “On compensation for costs associated with the operation of vehicles” was adopted. This Law does not specify disabled people of the third group due to general illness who received a car through social security. Although until 2004 he received compensation. Please tell me, is this a mistake, or is this category of disabled people specifically not included?

V. Evlanov:

- I need to clarify this question. Since social protection of the population falls within the competence of the subjects of the Federation, i.e., the regional authorities. Therefore, we will find out and respond to your case.

Housing problems are being resolved

Good afternoon, Vladimir Lazarevich. My name is Michael. I live on Rashpilevskaya Street, 30. I’m calling on behalf of all the residents. All communications in our house have been destroyed, no major repairs have been carried out, they always say that we are being demolished. But no movement is being made in this direction.

V. Evlanov:

- Do you want to go for demolition? We have such a problem - there are new comfortable apartments that, in accordance with the Law, we can provide. But there is resistance from residents, including those from dilapidated, unsafe houses. Many do not want to move from the city center to those apartments that were built, for example, in the Gidrostroy area, the Komsomolsky microdistrict and are intended specifically for relocation under the current Federal Law 185. If you and your neighbors agree to resolve this issue, we will demolish your house and relocate everyone.

Hello, my name is Olga Borisovna Britko. In 2004, money was invested in the shared construction of a house, which is being carried out by StroyInvest LLC at the address: st. Stasova, 183/1. Now the construction is being completed, they refuse to give us the apartments built with our money, they demand payment for the cost of the apartments at a price four times higher than that specified in the contract. Help us get our apartments!

V. Evlanov:

- The fact is that the difficult situation with the construction of this house arose due to a dispute between two companies - the developer - Krasnodarstroy and the contractor - the Stroyinvest company. The Construction Department ensures that the deadlines for commissioning the facility are not violated whenever possible. As for the relationship between the developer and the citizens who purchased apartments in this building, these disputes can only be resolved in court.

Good afternoon. A resident of Rossiyskaya Street is worried. Thanks for the journey. I would like to draw your attention to one more problem. Since the 80s, there has been talk that a trolleybus will be launched in our direction. Is there such a prospect?

V. Evlanov:

- This issue will be resolved in the future. Now city services are busy repairing the remaining one and a half kilometers of the roadway. We need to make it before winter. Already in the spring we will finish the improvement of the street - we will put the sidewalks in order, make lighting, green spaces, etc. In addition, this microdistrict, now in the new part of Moskovskaya Street, is intended for the construction of cottages. Therefore, given the large number of people living along Rossiyskaya Street with access to the Rostov highway, it will be necessary to resolve the issue of launching a trolleybus. But we will talk about this in five years. Now we must launch the promised routes - to Lukyanenko Street with access to the roofing felt plant along the Elizavetinskaya highway and others.

Buses will be back on route!

Good afternoon, this is Krasnodar resident Gennady Gennadievich Pototsky. I live in the Vitaminkombinat area. There used to be a stadium here where we trained as children. Now it's practically gone. Where did the basketball court and tennis tables go?

V. Evlanov:

- We plan to put this facility in order next year. I was there recently and saw that the stadium was really half-abandoned. This microdistrict is developing; large construction is planned there next year. Therefore there will be order.

And one more question. Previously, bus No. 6 went to our area, but now there are mainly minibuses. But the fact is that not everyone who wants to can fit there. Are there plans to restore large bus services?

V. Evlanov:

- It is planned, and in the near future. We have now entered the federal program to equip Russian cities with buses. At the end of the year, taking into account serious funding from the federal budget and co-financing at the regional and city levels, we will receive 54 large city buses and 16 new trolleybuses. First of all, this transport will operate on the longest routes in the city. We will also restore route 6.

Hello, you are worried about Evgeniy Vladimirovich Shklyaev. It would be possible to make a parking lot on the territory of the destroyed Fakel brewery. There is high traffic congestion in this area due to the presence of the fire station. There is nowhere to park the car. A multi-level car park would solve this problem.

V. Evlanov:

- The fact is that this territory was bought by an investor - the Investspetsstroy company, and he must decide what kind of facility to build there. As for traffic congestion, this problem is, indeed, especially acute in the old city center, where there are narrow streets and a large number of institutions, cultural objects, and shopping centers.

We plan to build multi-tiered parking lots in the immediate vicinity of the specified territory - on Pushkin Square. In September of this year, at the economic forum in Sochi, an agreement was signed with the Modern Technologies company on the construction of such a parking lot for a thousand spaces under the square. I think this will help solve the problem of transport placement in the area.

And again about tariffs

Good afternoon, Vladimir Lazarevich! This is Elena Grishova. I'm interested in this question. Prices for housing and communal services rose several times a year. Now, during the crisis, paying for utilities is becoming an increasingly heavy burden. Will there be another “post-New Year” price increase and how much will tariffs increase?

V. Evlanov:

- As you know, the city determines and approves only tariffs for water, sewerage and garbage collection. The rest is within the competence of the regional and federal authorities. According to the figures that have already been brought to our attention, next year the increase in electricity tariffs will be 10 percent, for gas - in the first quarter - 5 percent, in the second - 15 percent. Accordingly, heating fees will increase by 10 percent. The tariff for water will increase by 5.7 percent, for sewerage - by 7.4 percent.

About cold batteries

Hello, I'm Leonid Naumovich Sukharev. Our house is panel (Gagarin, 79). According to today's standards, the thermal conductivity of walls does not pass. They should be much thicker. In winter, radiators can hardly be called warm. They say that the temperature in the house should be 18 degrees. This is the Soviet approach. In market conditions, we must buy heat, not lukewarm water. Apparently, saving gas is more important than supplying heat. But they save gas even in the summer, when the heating season ends, its pressure drops sharply.

V. Evlanov:

- According to the rules for the provision of public services, which are established by the Russian Government, the air temperature in residential premises must be at least +18 degrees in ordinary rooms and +20 in corner rooms. Our specialists went to the site and measured the temperature in this apartment, it was +22 degrees. If there are any problems in winter, you need to call specialists and have a look.

Hello, my name is Maria Koretskaya. The radiators in our house are almost cold. We are supplied from the REP system No. 16. In the office itself, in the garages in the utility yard, the pipes are hot. But the heat doesn't reach us. Let's argue - it gets a little better. All the time we were told that the reason was the poor condition of the in-house heating networks. This year everything changed, but it didn’t get any warmer. You have to heat it with air conditioning and electric heaters. Help.

V. Evlanov:

- REP specialists visited the site and checked how this apartment was heated. No deviations were detected, the air temperature in the room was above 20 degrees.

The problem of "squatters"

Good afternoon. I am Irina Nekhai. We have a site for individual housing construction on Plotnichenko Street, 51. An apartment building was built nearby, there are no communications on this street, in particular, sewerage. After last year’s appeal, representatives of the administration came, and later a letter arrived with information that the problem would be resolved by a court between the administration and the developer. However, today apartments are being sold, one family is already living there. The worst thing is that the developer dug a drainage hole behind the fence of the house, in close proximity to the neighbors. This is generally prohibited. The hole is small, obviously it won’t be enough, and everything will flow to the neighbors. When the inspectors came, the developer filled the entrance to the pit with concrete - it seemed like it wasn’t even there. What to do?

V. Evlanov:

- Specialists from the municipal control department checked the legality of using the land at the address: st. Plotnichenko, 57. A multi-apartment four-story residential building was erected here, but there is no permitting documentation for it. The owner of the house has already been brought to administrative responsibility for failure to comply with the requirements of land use and development rules. This case is currently being considered in court.

On the one hand, our legal department filed a lawsuit against the demolition of unauthorized buildings, on the other hand, the shareholders who have already purchased apartments there are demanding recognition of their ownership rights. So the situation is complicated, and not only at this address. This is a common problem for the entire city. People need to understand where they are investing money and check the developer’s documents more carefully so as not to end up in a difficult situation later. Clean, clean and clean!

Good afternoon, Vladimir Lazarevich. Nina Frantsevna Dzhantieva is worried. Our cube always had poor water pressure. The speakers don't light up. In the summer we were without water. Some work was being carried out, the repairmen said that they were looking for the cause of the low pressure. After this, in the morning and evening the water practically disappeared. Help! And further. On our Volzhskaya street from Novorossiysk to Uralskaya, all the hatches are open and filled with garbage. The Karasun administration recognizes the problem, but they say that the cleaners receive so little that it is impossible to require them to also clean the hatches. If it starts to rain, the street will simply flood!

V. Evlanov:

- Employees of the Krasnodar Vodokanal enterprise examined the water supply networks along Volzhskaya Street from Uralskaya to Borodino. However, unfortunately, the situation has not yet returned to normal. Experts are planning to replace this section of the water pipeline and promise to carry out the work this year. As for the hatches, I will definitely instruct the administration of the Karasun district to restore order and remove all the garbage.

Why other names?

Hello, Anna Bazaeva is worried. Are there really no other problems in the City Duma other than renaming squares and parks? Why don't people ask whether they agree or not?

V. Evlanov:

- The initiative to rename certain objects, as a rule, comes from the city residents themselves, representatives of the public. Then the relevant documents are prepared by the relevant committee of the City Duma.

The issue of renaming certain city objects is quite delicate and controversial. Some people like it, some don’t, but this process is objective. For example, about a year ago our main city square became Teatralnaya. And I think the majority of city residents approve of this decision of parliamentarians.

Will they give me money for repairs...

- Good afternoon. When will the roads inside residential yards be repaired?

V. Evlanov:

- In previous years, we completed a fairly large amount of landscaping work as part of the “Yards of Krasnodar” program. This year, due to the difficult economic situation, the program was not approved, but as soon as the financial situation begins to improve, we will definitely return to it.

Good afternoon, my name is Vera Strokina. The house in YMR, for 70 years of October, which is served by REP No. 32, fell under a major repair program. Is this just replacing hot and cold water pipes? Will the hood and staircases be repaired?

V. Evlanov:

- The fact is, dear Vera Ivanovna, that this program is regulated by Federal Law 185, which clearly states not only the procedure for providing financial assistance, but also the list of works. This includes repair of utility networks, repair and replacement of elevators, repair of basements, roofs and some others.

Unfortunately, the repair of staircase landings and hoods is not included in the work that can be carried out at the expense of the Housing and Communal Services Reform Fund. To carry them out, you need to contact the REP.

Hello. I, Lidiya Kolesnikova, live in the 2nd department of the Solnechny state farm. There is no hot water or gas, they promise to spend two years. When can I expect public amenities?

V. Evlanov:

- The situation is difficult now. We are not planning any major gas supply works for this microdistrict next year. But as soon as the finances get better, we will plan these works.

The nurses' extra pay was returned

The head of the regional center, Vladimir Lazarevich Evlanov, always takes part in live broadcasts, hotlines, and online conferences with pleasure - where there is an opportunity to communicate directly with citizens, learn about specific problems, and what worries Krasnodar residents. After such meetings, effective measures are always taken, even at the private requests of citizens.

Evlanov placed all calls from citizens received by the editorial office of AiF-Yug under personal control. So, during the Direct Line, our reader called Vladimir Lazarevich and asked a question about compensation from the city authorities to the staff of medical institutions with low salaries. It is known that the Krasnodar authorities allocate 1,000 rubles a month, for example, to nurses whose “pay” does not reach the subsistence level. “But for some reason, in the antenatal clinic at maternity hospital No. 4, the management does not pay these funds. Nurses receive a salary of 2,900 rubles,” said the Krasnodar resident. Vladimir Evlanov promised to look into it.

Just before signing the issue for publication, the reader called the editor again. “The mayor kept his word,” he said happily. - Everyone who was supposed to be paid this money was recalculated and 8,000 rubles were transferred to their salary cards - 8 months of debt! Thank you!"

A few months before leaving the post of head of Krasnodar, Vladimir Evlanov deprived the city of 33.7 hectares of land with a total value of more than 1.3 billion rubles.

Documents confirming this were at the disposal of Voice of Kuban.

Sergey Atmozhyan and Shagokat Stepanyan, due to bureaucratic delays in the Krasnodar administration, received 33.7 hectares of urban land, the cadastral value of which exceeds 1.3 billion rubles, as compensation for damage by a court decision.

Evlanov agreed with this decision and deprived the city administration of the opportunity to appeal this decision.

In March 2016, two individuals, Sergey Atmozhyan and Shagokat Stepanyan, who are tenants of three land plots in Krasnodar, filed a lawsuit against the city administration. In court, the tenants asked that the actions of the Krasnodar administration in failing to provide statements of reconciliation of payments under lease agreements be declared illegal. Atmozhyan and Stepanyan claim that because of this they could not use the leased plots for their intended purpose. City officials were unable to provide formal documents for more than 5 months, and therefore the court sided with the tenants.

After which Atmozhyan and Stepanyan decided to demand that the administration, as compensation for damage, transfer to them ownership of a plot of more than 33 hectares at the address. Voronezhskaya 59, the cadastral value of the site exceeds 1.3 billion rubles. The court satisfied their demands.

To clarify, Stepanyan rented 2 plots from the city in February 2012 at 138 and 140 Sormovskaya Street, the size of the plots is 9.59 and 9.99 acres.

The total cadastral value of the two plots is 5.99 million rubles. It was planned to build shops on the plots. Atmozhyan received his plot of land for rent at the end of 2010 at the address: st. Shkolnaya 17/7. A plot of 18.27 acres was rented to accommodate garages. The cadastral value of the site is 32.39 million rubles.

Thus, as compensation for the inability to use the leased plots, entrepreneurs now receive ownership of a plot whose value is more than 30 times higher than the cost of the leased plots, and whose size is more than 80 times!

One could chalk this up to a miscarriage of justice. And the city administration did not agree with this decision; its representative filed an appeal to the regional court.
