Social scholarships for the poor are provided by law. And you can only apply for it if you have official status.

Definitions

State level support is carried out according to a certain scheme. Within its framework, it is necessary to navigate according to the norms of the terminological base:

Concept Designation
Low-income citizen A person who is part of a low-income family - within the framework of such an association, the income indicators for each family member are lower than the established minimum subsistence level
Scholarship A payment that is issued to a citizen studying at a budgetary department of a state educational institution. The manual identifies the best students in the course and provides them with financial incentives
Statement A document involving the transfer of data between different structures and confirming any legal actions
Living wage An indicator of the level of income per person in a region, which is recognized as the minimum for living. In different regions of the Russian Federation, the numbers differ - depending on the development of the region, the amount of work, and the level of wages

Who is eligible to receive payments?

Only a separate list of students can apply for a social scholarship. Initially, a certain framework was created according to the following conditions:

  • full-time training and no absences from classes;
  • training should be carried out only on a budgetary basis with successful passing of the Unified State Exam or Unified State Exam.
Children who are deprived of parental care or are recognized as orphans Payments are made in relation to them up to 23 years of age - in the case of a constant increase in the level of education
Disabled people In this case, children with disabilities, people with disabilities since childhood, or those with group 1 or 2 categories may qualify for benefits.
Citizens who came under radioactive influence This category includes the Chernobyl disaster, participation in the Semipalatinsk test site
Students who served under contract From 3 years in the ranks of the Armed Forces of the Russian Federation, the Ministry of Internal Affairs, the FSB or executive authorities
Poor It is imperative to confirm the fact that you do not have a proper financial position - a certificate from social security is issued

Legislative regulation

Initially, the package of regulatory legal acts should include the main valid papers. Thus, one should rely on Federal Law No. 273-FZ “On Education in the Russian Federation.”

This document establishes indicators for the size of government payments of such a plan. All scholarships are paid in accordance with Article 36 of this Federal Law. Paragraph 17 of the article talks about how the amount of the benefit should be formed.

Decree of the Government of the Russian Federation No. 899 “On establishing standards for the formation of a scholarship fund at the expense of budgetary allocations from the federal budget” forms indicators for the amount of social scholarship payments.

Since financing is provided from all-Russian funds. And for all students the benefit will be the same. There is also a separate document with its provisions on increased payments.

This is the Decree of the Government of the Russian Federation No. 679 “On increasing scholarships for needy first- and second-year students of federal state educational institutions of higher professional education who are studying full-time at the expense of federal budget allocations for undergraduate programs and specialist training programs and who have “good” and “good” grades. "Great"".

And the creation of this document began after Decree of the President of the Russian Federation No. 599 “On measures to implement state policy in the field of education and science” was put into effect.

How to apply for a state social scholarship for low-income students

This type of benefit is issued upon the student’s application. Therefore, it is necessary to prepare for a number of requirements and actions. Initially, you need to understand that receiving government assistance in this area is based on the citizen’s success in education.

It is to stimulate his high achievements that funding was introduced. The registration procedure itself involves several stages.

And in this case the most important ones will be:

  • registration procedure;
  • collection of documents.

In order to receive financial support, you must constantly attend classes at the educational institution and receive high grades for the work done.

Registration procedure

Receiving state-issued financial assistance requires taking a number of steps:

Draw up a certificate stating that the student is studying at the institution This document can be obtained from the dean's office of an educational organization - universities or colleges
The dean’s office also prepares a document on the amount of income for the last three months. In their absence, a document is still drawn up indicating zero indicators for benefits
Pass all items for the session without debt If there are any “tails”, social scholarship payments are terminated
Confirm the status of a low-income family - according to all norms established by law All documents are transferred to the educational institution for verification and reporting

This algorithm should be carried out every session. Since the social scholarship is awarded only to excellent and good students and under certain conditions, it is necessary to constantly confirm the status.

Collecting certificates and calculating payments should begin in advance to avoid delays and long breaks in assistance. The student takes care of this on his own.

It is usually necessary to collect documents in the first month of the semester in order to process payments on time. More detailed deadlines are set at the place of study - there you need to get advice on registration.

Typically, applying for a scholarship does not take much time at the university. Therefore, it is worth obtaining the status of a low-income family in advance so that there are no problems in further registration.

After the documents have been transferred from social protection to a higher or secondary educational institution, an administrative act of local significance is issued.

List of documents

A basic set of papers includes the following items:

For nonresident students, additional paper options must be provided:

  • confirmation of registration in a dormitory or residential premises according to Form 9;
  • receipt of payment for accommodation in the hostel and absence of debt.

If a citizen does not live in a hostel, he must provide the appropriate certificate from a passport officer.

Amount of assistance this year

The amount of assistance benefits is determined based on several factors. So, there is an indicator of a student’s category, which is within the following framework:

Place of study, degree Amount of social scholarship, rubles
Technical schools 890
Colleges 890
Higher educational institutions, universities 2.5 thousand
Graduate students, assistants, residents 3.1 thousand
Postgraduate students in the field of technical and natural sciences 7.7 thousand

These indicators constitute payments with indexation included. In 2019, the level of supplement for social scholarships will be 4%. Therefore, in the first academic semester, payments are less than in the second.

Advantages and disadvantages

It is necessary to understand that this type of payment has its own nuances:

No increase in this category of scholarship is expected in Russia in the near future. Therefore, the poor cannot count on privileges and will receive the same amount of assistance.

The only option to increase your income is to receive a survivor's pension. Although such a payment is available only to certain categories of citizens.

A significant portion of needy students may lose social scholarships due to amendments to the Law “On Education” that came into force on January 1, 2017. Human rights activists point out that while previously all low-income people had the right to support, now in a number of regions the list is limited, for example, to “citizens of working age who are actively looking for a way out of a difficult life situation.” The Ministry of Education and Science said that tightening the rules will not lead to a reduction in the scholarship fund and will allow an increase in the amount of scholarships for those who “really need support from the state.”

After amendments to the federal law “On Education” came into force, some regions found themselves in a situation that threatens needy students with refusal to pay social assistance. For example, until 2017, a student living in a dormitory could apply to social security authorities to be recognized as low-income and receive a certificate confirming low income (despite the fact that the student’s actual family income may be higher than the subsistence level established by regional authorities). Based on the certificate, the university awarded the student a social scholarship - in the 2016/17 academic year in an amount of not less than 2010 rubles. (minimum academic scholarship - 1340 rubles). The scholarship is awarded for one year from the date of submission of documents from the social security authorities to the university.

Now, in order to qualify for a social scholarship, a student must pass the filter of regional social protection authorities, proving that his family or himself has an income below the established subsistence level and needs social assistance from the state. At the same time, each region determines the conditions for assigning such assistance independently. Each subject issues certificates of recognition as low-income in their own sample, from which it is not always obvious whether the student really needs additional support, Andrei Nikolaenko, rector of the Moscow Polytechnic University, told Kommersant. “The requirements for assistance are stricter, that is, this amendment allows us not to dilute the scholarship fund, but to provide support to students in a more targeted and effective manner,” Mr. Nikolaenko emphasized.

The Ministry of Education and Science is also talking about strengthening targeted assistance to students “who really need support from the state.” “The scholarship fund funds in 2017 are protected and will be indexed by 5.9% from September 1. Thanks to the innovations, it will be possible to increase the amount of social scholarships for students, as well as expand the opportunity to receive financial assistance for graduate students, residents and intern assistants,” they said "Kommersant" in the press service of the department. That is, if there are fewer recipients of social scholarships at the university, those remaining among them will be able to receive a larger accrual due to the redistribution of funds from the scholarship fund.

The ministry’s optimism is not shared by the Commissioner for Student Rights, Artem Khromov: “Each region independently determines what are “reasons beyond a citizen’s control why his income is below the subsistence level,” so a significant portion of needy students may find themselves without state social assistance, and, accordingly, and without social benefits." According to Mr. Khromov, not all regions are focused on social support for low-income students, so a significant part of them will remain without social scholarships in the new year.

For example, in Crimea, assistance will be provided if a student is caring for a disabled child under the age of 18, or a child under the age of three, or is raising three or more children, or is a pregnant woman. In the Samara region, only students from low-income families, in which both parents are non-working pensioners or at least one of the parents is disabled, can receive support from the state. In the Tyumen region, the independent reason why a low-income citizen living alone has the right to receive state targeted social assistance is his disability. The social code of the Yaroslavl region states that single disabled citizens, large and single-parent families and citizens of working age who are actively looking for a way out of the difficult life situation in which they find themselves have the right to receive social assistance.

In addition, students may be denied social assistance if there is a lack of funding in regional budgets for the corresponding payments, explains Mr. Khromov. According to him, there is a risk that a significant proportion of students will not receive them on time. “Many simply do not know that the rules have changed, and the university does not have the right to award a scholarship without new documents, the preparation of which takes time,” he says.

Most of the poor, incompetent, and disabled people who have entered a state university think about what a social scholarship is and how to apply for it correctly. Russian legislation designates a number of people who can receive these payments, among them not only students, but also students with disabilities and insolvents.

The situation regarding who is entitled to receive additional payments has not changed for 10 years. There are four types of payments to students, each of them has its own rates and nuances:

  • support of the President of the Russian Federation;
  • state academic assistance;
  • state social payments;
  • personal scholarships.

Social assistance is provided to those students who do not pay anything for their studies. This is the only type of scholarship that is not influenced by the student's academic achievements.

Who is eligible to receive payments?

According to Russian legislation, there is a list of categories of the population to whom the university is obliged to pay additional benefits:

  • students who do not have either parent and are not under the care of anyone;
  • insolvent people who have deviations and one of the first two groups of disabilities;
  • disability as a result of participation in military or combat activities;
  • those who participated in the liquidation of the Chernobyl accident or were in the city at that time.

At the same time, state universities have the right to supplement this list with students from low-income families. According to the rule, the average funding of a family member is correlated with the subsistence level, after which the student has the right to receive social benefits.

  • persons who have the third group of disabilities;
  • citizens who live in a family where the father, the main breadwinner, died;
  • citizens who live with one parent at a subsistence level;
  • if a citizen has a parent or guardian with serious illnesses or disabilities;
  • if the student has officially registered family relationships and has given birth to a child in marriage;
  • if a person has a minor child and is raising him alone.
In person, a student can contact the administration of his institution to indicate the reasons for his situation, and this will be decided separately for each issue.

Who is allowed to process social benefits for university students?

A person must go through several stages to receive additional benefits:

  1. Before submitting an application, the applicant must obtain clarification of information from the authorized bodies at the place of registration, where the documentation is indicated:
  • student identification;
  • information about everyone living in the family along with data from the house register - this certificate can be obtained from the housing and communal organization;
  • a receipt for the income of everyone living in the family for the last few months is issued at work;
  • confirmation that the student is studying free of charge;
  • if necessary, depending on the situation, additional data is requested.

The cost of living changes every year, so you should independently check what is currently in effect.

  1. After the specialist accepts the application, the necessary submitted documentation is taken into account in the registry documents, during which time the specialists verify all the data, calculate the family income and enter a signature into the certificate on the form, which proves the possibility of providing social assistance.
  2. Then the student personally submits the certificate to the university dean’s office, where he fills out a special form according to the template.
  3. A commission is convened on this issue, where they must make a decision on a certain student whether it is possible for him to be given a preferential position or not.

These are monthly payments that are valid for one year; they must be re-issued in the next course. The student is required to notify the university and submit documentation if there have been improvements in the situation of a low-income family, if the total income has increased or if a disability has been cancelled, for example.

Social payments have the right to be stopped if the student has serious debts during the next year that threaten expulsion. After a citizen passes the necessary exams and improves his situation at the educational institution, he applies for renewal and continuation of payments.

During the summer period, individuals are paid social assistance. But the right to receive a pension with benefits is canceled in case of problems with studies, if an order was signed to expel a citizen from a higher educational institution, or when leaving the status of a low-income family.

The amount of the social scholarship in the current year

For two years in the Russian Federation, the scholarship rate for college students was 730 rubles every month, for those receiving higher education, the rate was 2010 rubles. These payments do not affect social benefits. This year, the government was considering increasing social benefits for students to the subsistence level.

Those who study in the first two years have no debt, study with positive marks, can receive increased assistance, its amount is indicated from 6,000 rubles to 13,000 rubles. Payments depend on the person’s active participation in the life of his educational institution and his extracurricular successes.

To receive social benefits in a higher educational institution as a low-income person, you must adhere to the following rules:

  • Study on a budget basis, i.e. do not pay for training.
  • Study at a government accredited institution.
  • Full-time education.

In addition to payments to the poor, some institutions provide students with additional tuition benefits; this assistance is guaranteed by the state. As a general rule, it is provided to persons who do not have parents or guardianship over themselves.

Among these material benefits:

    • Free room stay.
    • Free meals in the university canteen.
    • Free travel on public transport around the city.
    • During the holidays, if students come from other cities, they can get to their city and back for free.
    • Discounts on the purchase of stationery and necessary things for training.
    • After completing your studies and receiving your diploma, one-time assistance is given.

From January 1, 2017, in connection with changes in the Federal Law “On Education”, only those low-income students whose families (or the student himself) have been assigned state social assistance will be able to receive a social scholarship, writes tolyatti.monavista.ru.

In accordance with regional legislation, the following categories of low-income families have the right to receive social assistance:

- families with children under the age of sixteen (students of general education institutions - until graduation, but not older than eighteen years);

- families with children (students of secondary vocational and higher educational institutions before completing their studies, but not older than twenty-three years), in which one of the parents is a non-working disabled person or both are non-working pensioners;

— families with non-working pensioners or disabled people;

- pensioners and disabled people living alone.

According to the State Public Institution SO "GUSZN of the Central District", social assistance in the Samara region is provided by the department of social protection of the population in the form of social benefits, or by the center for social services for the disabled and pensioners in the form of cash payments under a social contract.

Let us add that federal legislation also provides for other types of state social assistance (a set of social services, additional payment to pensions), which are provided through branches of the Pension Fund of the Russian Federation.
