By order of the Ministry of Education and Science of the Russian Federation dated September 18, 2013 No. 1074, the previously issued order of the Ministry of Education and Science of the Russian Federation dated February 25, 2010 No. 140 “On approval of the Regulations on medals “For special achievements in learning” was declared invalid.

Currently, according to the provisions of Part 10 of Art. 34 Federal Law “On Education in the Russian Federation”, persons who have completed the development of educational programs of secondary general education, have successfully passed the state final certification and having final grades of "excellent" in all academic subjects studied in accordance with the curriculum, the educational organization, simultaneously with the issuance of the corresponding document on education, awards the medal “For special achievements in learning.”

As far as I understand, the procedure for awarding silver medals is not provided for by federal legislation.

However, in accordance with clause 26, part 1, art. 34 Federal Law “On Education in the Russian Federation”, the academic right of students to be rewarded for success in educational, physical education, sports, social, scientific, scientific and technical, creative, experimental and innovative activities is implemented through the establishment of such incentives at the level of educational organizations by relevant local regulations . Such encouragement could be the awarding of a medal from an educational organization for academic success.

From 2014, school graduates will no longer be awarded medals. In accordance with Order of the Ministry of Education and Science of the Russian Federation dated September 18, 2013 No. 1074, instead, the Ministry of Education will issue graduates with a certificate with honors. It will be available to 11th grade students who have successfully passed their final exams and received final A grades in all subjects.

However, don't despair!!!

Federal government bodies in the constituent entities of the Russian Federation or local governments have the right to establish special bonuses and other types of incentives for distinguished graduates. This norm is prescribed in the Law “On Education”. And many regions have already announced that they intend to preserve the tradition of awarding gold and silver medals to school graduates, abolished at the federal level.

IN THE STUDY OF INDIVIDUAL SUBJECTS"

1. This Regulation was developed in accordance with Article 38 of the Law of the Republic of Belarus of July 5, 2006 “On General Secondary Education” (National Register of Legal Acts of the Republic of Belarus, 2006, No. 108.2/1238) and determines the conditions and procedure for awarding graduates of general education institutions, regardless of their subordination and forms of ownership, for excellent academic achievements and exemplary behavior during the period of study at the level of general secondary education.

2. The gold medal “For excellent achievements in educational activities” (hereinafter referred to as the gold medal) is awarded to a graduate of a general education institution who has:

during the period of study at the third stage of general secondary education, annual grades of “10” and (or) “9” points in all academic subjects and exemplary behavior;

A gold medal is also awarded to a graduate of a general education institution who has:

certificate of general basic education with honors;

for the period of study at the III stage of general secondary education, annual grades of “10” and (or) “9” points, except for the academic subjects “Pre-conscription and medical training”, “Physical education”, for which he received annual grades of “8”, “7” or “6” points, and exemplary behavior;

exam marks of “10” and (or) “9” points in all academic subjects for which final exams are held.

3. The silver medal “For excellent achievements in educational activities” (hereinafter referred to as the silver medal) is awarded to a graduate of a general education institution who has:

certificate of general basic education with honors;

for the period of study at the III stage of general secondary education, annual grades of “10” and (or) “9” points in all academic subjects and exemplary behavior; examination grades of “10” and (or) “9” points, except for one or two academic subjects, in with which they received exam marks of “8”, “7” or “6” points in final exams.

A silver medal is also awarded to a graduate of a general education institution who has:

certificate of general basic education with honors;

for the period of study at the third stage of general secondary education, annual grades of “10” and (or) “9”, except for the academic subjects “Pre-conscription and medical training”, “Physical education” and other one or two academic subjects for which he received annual grades “ 8", "7" or "6" points, and approximate behavior;

examination marks of “10” and (or) “9” points in academic subjects for which final exams are held, and “8”, “7” or “6” points in the same one or two academic subjects, for which he was given annual grades of “8”, “7” or “6” points.

4. A graduate of a class with the study of special educational subjects of an artistic and aesthetic orientation of a general education institution is awarded a gold or silver medal if he fulfills the requirements specified in paragraphs 2 and 3 of these Regulations, and also if during the period of study at the third stage of general secondary education he has annual marks of “8”, “7” "or "6" points in special academic subjects, exam marks “8”, “7” or “6” points for special academic subjects for which final exams are held.

5. A graduate of a class with the study of special educational subjects of a sports orientation of a general education institution is awarded a gold medal upon fulfilling the requirements tions defined by part one of paragraph 2 of these Regulations.

A graduate of a class with the study of special educational subjects of a sports orientation of a general education institution is awarded a silver medal if he fulfills the requirements provided for in part one of paragraph 3 of these Regulations, and also if he has:

certificate of general basic education with honors;

during the period of study at the III stage of general secondary educationannual grades of “10” and (or) “9”, including in the academic subject “Physical Education”, except for one or two academic subjects for which he received annual grades of “8”, “7” or “6” points , and exemplary behavior;

examination marks of “10” and (or) “9” points in academic subjects for which final exams are held, and “8”, “7” or “6” points in the same one or two academic subjects for which he/she is given annual marks marks “8”, “7” or “6” points.

6. Awarding a graduate of a general education institution with a gold or silver medal is carried out on a general basis if he did not study certain academic subjects for reasons beyond his control or:

was exempted from lessons in the academic subject “Physical Education” (except for a graduate of a class with the study of special educational subjects of a sports orientation);

was exempt from lessons in the academic subject “Labor Training” (except for a graduate of a class with the study of special educational subjects of an artistic and aesthetic orientation, as well as a graduate of a class with the study of special educational subjects of a sports orientation);

has a “pass” in the academic subject “Physical Education” (except for a graduate of a class with the study of special educational subjects of a sports orientation);

was exempted from taking final exams.

7. A certificate of commendation “For special achievements in the study of individual subjects” (hereinafter referred to as a certificate of commendation) is awarded to a graduate of a general education institution who:

during the period of study at the third stage of general secondary education, he achieved particular success in studying one or two academic subjects and has annual grades of “10” and (or) “9” points in them, and also passed final exams for them with grades of “10” and (or) “9” points;

has in all other academic subjects annual and final exam marks of “10”, “9”, “8”, “7” or "6" points.

8. The decision to award graduates with a gold or silver medal is made by the education departments (administrations) of local executive and administrative bodies within two days from the moment educational institutions submit the necessary documents.

9. To make a decision on awarding graduates with a gold or silver medal, educational institutions submit to the education departments (departments) of local executive and administrative bodies at the location of the educational institution copies of the decision of the pedagogical council on nominating graduates for awarding a gold or silver medal, as well as the following Documents for graduates nominated for awards:

copies of certificates of general basic education with honors;

statements of annual marks for the period of study at the third stage of general secondary education, examination marks, as well as final marks that are included in the certificate of general secondary education;

examination written works.

To check the objectivity of the assessment of written examination works by teaching staff of general education institutions, commissions consisting of competent specialists in the relevant academic subjects are created by order of the education department (department) of local executive and administrative bodies.

10. The decision to award graduates with a gold or silver medal is communicated in writing to educational institutions by the education departments of local executive and administrative bodies within two days.

11. The decision to award graduates with a certificate of merit is made by the pedagogical council of a general education institution and approved by order of the director.

12.Awarding a gold or silver medal, a certificate of merit to graduates of lyceum departments (groups) of institutions providing vocational and technical education is carried out in accordance with these Regulations.

13. A graduate awarded a gold or silver medal receives a certificate of general secondary education of a special type.

14.Gold and silver medals, certificates of merit are awarded to graduates simultaneously with certificates of general secondary education.

15. Monitoring compliance with the conditions for awarding graduates with a gold or silver medal and a certificate of merit is carried out by the education departments of the regional executive committees and the Education Committee of the Minsk City Executive Committee.

16. Samples of gold and silver medals “For excellent achievements in educational activities” and a certificate of merit “For special achievements in the study of individual subjects” are approved by the Ministry of Education.
