“The decision to transfer a student from paid to free education is made by a specially created commission, taking into account the opinion of the council of students of the educational organization (if any) and the council of parents (legal representatives) of minor students (if any, in relation to minor students),” the text of the document specifies .

As expected in the university community, the commission will be responsible for selecting the best in the presence of a large number of applicants in a limited number of budget places. All other things being equal, athletic achievements, social activity of candidates, as well as a banal advantage on the report card of one student over another can play a role. However, the main condition will remain the availability of free budget places, experts suggest.

Let us recall that previously each higher education institution independently determined the procedure for transferring students from commerce to the budget. Each university set its own requirements for academic performance for candidates for transfer and the time frame during which it was necessary to show a certain result in the sessions. The social position of the candidate was also often taken into account. For example, if a student was in a difficult life situation (his family was classified as low-income or lost a breadwinner, etc.) and showed good academic results, a transfer could be obtained faster. But still, the main criteria also remained the availability of free budget places.

“I transferred from commerce to the budget, while still studying at the Russian State University, at the beginning of the 2000s,” shares Rostovite Natalya. – Initially, I was just very unlucky when I was admitted and had to go into commerce. But I passed the first two sessions with flying colors and wrote an application for transfer. This process did not cause any difficulties. 3. An important circumstance is the availability of vacancies in the specialty you have chosen. To keep abreast of what is happening, it is advisable to periodically look into the dean’s office and inquire about this issue, of course, without being particularly annoying.

4. If you wish, you can transfer to another specialty. The main thing is that the training programs are not very different from each other.

5. Transfer to a budget is usually possible from the 2nd year. It won't be possible to do this before, because... To make a transfer, the dean's office must have compelling reasons.

6. To make a transfer, you must submit a corresponding application to the dean’s office. Only if it exists can this issue be considered further.

7. When transferring a student, the dean’s office first of all pays attention to his academic performance. As a rule, it is required that a student study for 3 or 4 semesters with “good” and “excellent” marks.

8. It is possible that the number of people willing to study on a budget will exceed the number of vacancies. In this case, as a rule, the student’s rating is taken into account, as well as such factors as the absence of disciplinary sanctions, active participation in the public (scientific, sports, cultural) life of the university, recommendation of the student council or any other student government organization.

9. A mandatory condition for transfer is the absence of tuition arrears. However, there are no rules without exceptions. As practice shows, some universities give students the opportunity to transfer to the budget if a change in family circumstances has led to the inability to continue paying for their studies.

Order of the Ministry of Education and Science of the Russian Federation dated 06.06.2013 No. 433 “On approval of the Procedure and cases of transfer of persons studying in educational programs of secondary vocational and higher education from paid to free education” secures the right of a student of a higher educational institution to transfer from a contract to a budgetary form of education. In this case, the procedure for transferring to the budget is determined by the charter of the educational institution.

Submitting an application

You cannot transfer “from paid to budget” immediately after admission. To do this, you need to study at a given university for a certain time. Each university sets this period independently, but in any case it will be at least two semesters.
