Doctor correspondence course. Specialties for which distance learning is possible

Medical education as a second higher education is the destiny of the strong in spirit and selflessly devoted to the noble dream of healing all of humanity at any cost. It will not be possible to obtain a doctor's diploma in just two or three years through correspondence, evening or distance learning: you must enroll in the first year of full-time education at any level of basic education and spend six years mastering the basic program. Then there will be at least another year of internship. Only after this long and difficult quest will it be possible to trump the second highest medical.

Medical specialties for the second higher education

There are a lot of medical specialties: in the structure of only one PMGMU named after. I. M. Sechenov 46 departments. If, despite the fact that you have a long time to study, you still decide to get a second higher medical education, then it will be useful to know that hospitals and clinics in the Russian Federation are in dire need of:

  • psychiatrists-narcologists;
  • phthisiatricians;
  • doctors of clinical laboratory diagnostics;
  • resuscitators-anesthesiologists;
  • psychiatrists-narcologists;
  • emergency doctors.

Even for those who wish to master these scarce specializations as additional education, the period of study at a medical institute (university, academy) will be at least 6 years.

Medical education in all fields is provided according to the same programs as for students entering the university for the first time, and is not budget-funded, that is, training takes place only on a paid basis.

For your information

Twenty popular medical professions: allergist, ENT, neurologist, obstetrician-gynecologist, urologist, andrologist, venereologist, parkinsonologist, cosmetologist, speech therapist, geneticist, neurosurgeon, pediatrician, massage therapist, surgeon, pediatric surgeon, pediatric ENT, pediatric cardiologist, pediatric dermatologist.

Top 5 medical universities in the Russian Federation and alternatives

  1. PMGMU named after. I. M. Sechenov (university, Moscow).
  2. RNIMU named after. N. I. Pirogova (university, Moscow).
  3. SPbGPMU (St. Petersburg, university).
  4. St. Petersburg State Medical University named after. Academician I. P. Pavlov (St. Petersburg, University).
  5. NSMU of the Ministry of Health of Russia (university, Novosibirsk).

The only alternative to the second is advanced training courses for specialists who already have a medical diploma.

Relatively recently, a new specialty “nursing” (bachelor’s degree) with a duration of study of 4 years has appeared in medical universities. It can be mastered from scratch. For those who enter study after medical college, the program is usually shortened by drawing up an individual plan after re-testing the disciplines already studied. Employment prospects: nursing positions in high-tech branches of medicine, medical assistants. The most common option is an older sister.

Nursing in Moscow at the undergraduate level can be studied at three universities:

  1. RUDN University (at the medical institute).
  2. PMGMU named after. I. M. Sechenov (at the faculty of higher nursing education and psychological and social work).
  3. RGSU (at the Faculty of Physical Culture).

Bachelor's degrees in nursing in Russia are offered by 27 more universities. The cheapest price for a year of study is the Saratov branch of the Samara Medical Institute "REAVIZ" - 39,500 rubles. (2018), the most expensive is in the First Medical Name of Sechenov - 200,000 rubles.

Forms of training

All medical professions, both first and second higher education, can be mastered only through full-time study. In the correspondence department, only some universities teach the specialties “health care manager” and “pharmacy”, provided that the student already has a secondary medical education.

Quality of education in Russia

At all-Russian scientific and practical conferences, the opinion has been repeatedly expressed that the quality of medical education in the Russian Federation is reduced by two factors:

  1. Difficulties in the issue of advanced training.
  2. Lagging behind the pace of development of modern medical science. The knowledge taught in universities becomes outdated by approximately 15% annually. That is, the information base goes through a full update cycle within six years; accordingly, the content of training programs should change in approximately the same way.

In general, it is difficult to obtain triple the highest medical education, but advanced training is a matter of honor for every practicing physician.

Many applicants are interested in the possibility of receiving education at colleges and technical schools in the evening department, that is, part-time. Especially many questions arise in relation to medical schools, since there is a misconception that it is impossible to get an education in them by correspondence.

The evening department at the medical college offers a limited choice of specialties. The reason is that it is impossible to master the practical aspects of medicine on your own by studying only literature and lecture materials. You can get an education at a medical school or medical college in the evening department only on the basis of 11 classes, studying according to a full-time and part-time plan, and not just a correspondence course.

In most cases, at the evening department of a medical educational institution, you can obtain two specialties:

  • Nursing. Qualification “nurse” (“nurse”). The period of study after 11 grades of a general education school is 3 years and 10 months.
  • Pharmacy. Qualification "pharmacist". Duration of training - 1 year and 10 months. With such qualifications, you can get a job as a salesperson in a pharmacy or as a worker in a medicine warehouse.

Are you interested in studying at a technical school in the evening (part-time) department or correspondence studies in colleges not related to medicine? In secondary specialized educational institutions of other profiles, distance learning is carried out in a classical format and remotely.

Studying by correspondence

The evening department at the technical school as an integral part includes distance learning, which is an independent study of the program material by regularly visiting the college on time, usually twice a year. These periods are called orientation sessions, since they consist of “reading” lectures (analogous to inpatient classes) and passing tests and exams. The session lasts 20-25 days.

During a series of lectures included in the correspondence program at a college or evening at a technical school, teachers:

  • give students recommendations on studying disciplines;
  • advise sources of information that should be analyzed for a more in-depth understanding of the topics being studied;
  • present theoretical material;
  • announce tasks for independent work and a list of questions in the certification database.

Before the session, each part-time student receives a call-up certificate, which must be provided to the administration of the educational institution upon arrival at the college. During the session, correspondence students attend seminars, workshops, lectures and at the same time take exams and tests. At the end of the session period, students receive assignments in various disciplines that must be completed in order to gain admission to the next session. Evening studies at a technical school or college last from 1 year 10 months to 3 years 10 months. The period depends on the chosen professional profile and educational base upon admission (grades 9 or 11).

Remote form

This type of learning is also called remote learning and is often practiced in evening and correspondence courses at technical schools and colleges. Distance education is based on the functionality of ICT (information and communication technologies) and fully complies with the requirements of state educational standards.

Thanks to the distance form of classes, school graduates and those who are already working and do not have the opportunity to regularly attend an educational institution can receive education in secondary schools. With remote learning, it does not matter where the student actually lives (even in another hemisphere), the main thing is that he has access to the Internet. This means that evening and distance learning at a technical school or college is available to almost everyone.

The duration of distance learning in colleges coincides with the duration of education in colleges via correspondence courses.

The main features of distance learning in the evening include:

  • Active use of Internet technologies. During the learning process, you simultaneously improve your PC skills and develop the ability to use Internet resources to find the necessary information.
  • Lack of strict reference to time and place. You can exercise whenever, wherever and as much as you want.
  • “Unlimited” communication with the teacher. There are no special daily hours for mandatory reception of video and telephone calls from students, but basic rules of politeness call for consideration of the teacher’s personal time. You can call from 8:00 to 22:00; violation of this rule is regarded as deliberate hooliganism.

Many colleges and technical schools state that with distance learning, the educational program is compiled individually for each student. Such promises from educational institutions should not be taken literally. What usually happens is this: the teacher provides the necessary materials and assignments via the Internet. Then they “forget” about you for quite a long time. When the stage of certification activities approaches, they begin to remind you that the deadline for submitting work has almost passed and it’s time to pay your tuition debt. In addition, you will usually unexpectedly learn that you should be ready now to take certain exams and tests.

If you decide to get an education at a college or technical school in the evening department and are asking the question: “What to choose: classic correspondence courses or distance learning?”, you should take into account an important point. Colleges that graduate competent specialists who, after graduation, adequately represent the image of the educational institution, place the same high demands on distance learners as they do on correspondence students. But there is much less control over distance students.

And one more nuance: the lack of constant interaction with representatives of the educational institution can lead to the fact that you completely forget about your studies. In order to finally become the owner of the coveted “crust”, you must have good self-organization skills. Participation in a group created on any social network will help you stay in shape. This way you can regularly maintain close contact with classmates, the prefect, teachers, and curator.

Study, study and study again - this is what Vladimir Ilyich Lenin bequeathed. And those people who want to get a medical education by correspondence are worthy of praise. But there are a number of nuances and aspects that must be taken into account by every person who decides to follow this path.

Specialties for which distance learning is possible

Medical higher education (and secondary education) must be of high quality, because it is of great importance for human health. Therefore, there are a number of restrictions. So, a person who wants to become a doctor has only one option - full-time study at a university, where they teach not only theory, but also practice. And these requirements are not surprising - after all, who would want to be dealt with by a surgeon, therapist, cardiologist or dentist who only has theoretical training? Therefore, there are few specialties in which you can obtain a medical education by correspondence. This is if we talk about first education. But at a distance it is quite possible.

Secondary medical education is also possible. Here you can acquire enough skills in absentia to carry out successful activities. This was a general outline of the situation, but now let's pay attention to it in more detail.

Secondary education

The most popular are "nursing" and "medical optometrist". You can spend a little more than 2 years of study on your second specialty. After this, the person receives the qualification “medical optician”. About the first specialty, we can say that it will take 4.5 years to obtain it. As a result, the person will receive the specialty of a nurse or nurse. Those who enroll in the correspondence department are not subject to such strict requirements as full-time students.

Knowledge of biology, Russian language and chemistry is important for admission. When choosing what kind of education to get, people are often not interested in the profitability of the specialty, but want it to be easy to study and work. Therefore, they pay attention to higher medical education. How are things going here?

Higher education

If you want to get a specialty in General Medicine, forget about it right away. Here only (daytime or evening). You won't be able to become a doctor or paramedic without practice. But it is not all that bad. There is a specialty that requires a good knowledge of theory (better than practice) and is not related to intervention in the human body (directly) - pharmaceuticals. Despite the fact that pharmacies currently do not create medicines on their own, such a specialist is required to have sufficient knowledge about the human body, the processes that take place in it, and must also be familiar with chemistry and biology.

Where and for how much do you get a medical education by correspondence?

This is possible in all universities and colleges. Thanks to the development of new methods of obtaining education, the training process can also take place remotely. But you must remember that if you have a specialty in general medicine, this means that only advanced training is offered for general or thematic improvement. But if you already have the education of a nurse or nurse, then a person can expand his knowledge in absentia and receive training in preventive and primary medical care for the population, in obstetrics.

The cost of such training is relatively low. But if you are interested in higher education as a pharmacist, then you will have to shell out 70 thousand rubles per year. At the same time, the most popular are Moscow State University and Moscow State Medical University. I. M. Sechenov.

What is required from the student?

If you want to receive a correspondence medical education, then you should understand that in this case a person is required to have a high level of self-organization and responsibility. This is due to the fact that students acquire a significant amount of knowledge on their own. The sources are educational literature: books, scientific journals, encyclopedias, and so on. That is, success largely depends on how a person knows how to gather and concentrate. After all, the better the information is absorbed, the more effectively it will be applied. At the same time, the presence of practice has a positive effect on the result of study.

You can also start from the position of junior medical staff, getting a job as a laboratory assistant at the nearest hospital. In this case, it will be easier to learn. This will not affect higher medical education (correspondence) if you want to become a doctor, except for the opportunity to consult with specialists about certain issues. But even in such cases, you can learn new information in the process of doing work.

Medical courses

The standard questions of a person who wants to get a higher education have already been addressed. But correspondence medical education also has options such as courses. They were previously mentioned only in passing. So let's fix this. There shouldn't be any problems with the choice. If you are interested in a medical diagnostic specialty, then obtaining an education will not be difficult.

There are numerous ratings compiled according to different criteria and allowing one to assess the significance of the knowledge presented. Here the choice is up to the person - it is necessary to decide what is important for him, and, based on his preferences, apply to a certain university. The situation is more relaxed with advanced training. Here, distance learning can be completed in almost all areas of medicine. In this case, during the educational process, the intensive work of a specialist, which is very strictly controlled, is taken as its basis.

In this case, the availability of special training tools is important. These include digital information media, various manuals, guidelines and textbooks. It is important to build a general training course. Therefore, there is a widespread use of modern technologies (for example, the Internet), within the framework of which the communication methods used are agreed upon between the student and his mentor. This is done so that key issues can be resolved quickly and efficiently, and also improves the final result through the use of feedback.

Peculiarities

When training pursues different goals, the preparation time and price differ. So, the cheapest and shortest is advanced training. Then comes primary specialization. Moreover, in this case it would be better to say “stepping on your toes.” Then comes specialization. And closing the gap, due to its duration and cost, is professional retraining. Also, some requirements are put forward to the student’s technical capabilities. So, he needs to have a computer, uninterrupted Internet access, and it is very desirable to have Skype and a webcam.

An important advantage and feature is the availability of educational information systems, through which students can familiarize themselves with the curriculum, schedule, and remotely access the contents of the electronic library.

Conclusions

What are the benefits of receiving distance medical education? First of all, this is a flexible schedule for mastering the curriculum. There is also a whole range of expenses (for a hostel or a trip to the university), both monetary and temporary. Also, before paying for educational services, it would be a good idea to inquire about the availability of a license to provide them and check the information received.

We will analyze in detail the qualification requirements for cosmetologists, as well as specialists with secondary medical education. Using cosmetology as an example, characteristics of the various stages of medical education in the Russian Federation will be given. Based on an analysis of numerous acts of the Ministry of Health of the Russian Federation and the Ministry of Education and Science of the Russian Federation, as well as judicial practice, conclusions will be drawn about the features of the educational process and details that should be paid attention to when concluding an agreement with an educational organization.

The following levels of vocational education are established in the Russian Federation:

  1. secondary vocational education;
  2. higher education - bachelor's degree;
  3. higher education - specialty, master's degree;
  4. higher education - training of highly qualified personnel.

Through the prism of medical education, this system will look like this:

  • secondary medical education
  • higher medical education (bachelor's, specialist's, master's) 1
  • Postgraduate professional education according to the basic professional educational program (internship)
  • training of highly qualified medical personnel (residency)
  • an additional step in the form of professional retraining or advanced training.

For clarity, let us analyze the above diagram step by step using the example of secondary and higher medical education required to work in the field of cosmetology and aesthetic medicine.

The nursing staff in cosmetology includes a cosmetology nurse (the position is contained in the Nomenclature of Positions approved).

Accordingly, there is a separate specialty “Nursing in cosmetology”, the qualification requirements for which are established; Let's present them as follows:

Federal educational provides for 2 types of training: basic and advanced. They differ in the duration of training, as well as in the types of activities to which an employee who has successfully completed the program will be admitted. The difference in the types of activities lies, by and large, in the ability of a person who has undergone advanced training, in contrast to a person who has received basic training, to engage in organizational and research nursing activities.

In addition to the type of training, the duration of obtaining secondary medical education is also influenced by the existing education and form of training. On the basis of secondary general education (“successful completion of secondary school”), obtaining secondary medical education will take 2 years 10 months for the basic program, and 3 years 10 months for the advanced one. If you have a basic general education (“9 years of general education school”), then obtaining a secondary medical education in the basic program will take 3 years 10 months, in an advanced program – 4 years 10 months. Part-time and part-time education (also colloquially referred to as “evening”) will increase the period of obtaining secondary medical education with an existing secondary general education by no more than 1 year, and with an existing basic general education by no more than 1.5 years.

Recently, “Nursing” exists at the level of not only secondary vocational education, but also higher education (bachelor’s level). The corresponding educational standard was approved by Order of the Ministry of Education and Science dated September 3, 2015 No. 964. The duration of education is 4 years. Upon completion, the graduate has the right, among other things, to engage in organizational and managerial activities (organizing the activities of nursing services at various levels), teaching and research activities.

Please note that having a higher medical education does not automatically equate the status of nursing staff with the status of a doctor.

Even with a higher education in the specialty “Nursing”, a nurse continues to belong to the category of paramedical personnel; she does not become a doctor.

A nurse in cosmetology with a bachelor's degree in nursing does not become a cosmetologist, does not acquire the right to prescribe and carry out medical procedures, evaluate patient complaints, etc. For more information about the activities of a cosmetologist, see paragraphs 5.6.

Please tell me, I have a nursing diploma, graduated in 2004 in Georgia, how can I confirm it and how to get a certificate?

According to the Order of the Ministry of Health of Russia dated November 29, 2012 “On approval of the conditions and procedure for issuing a specialist certificate to medical and pharmaceutical workers, the form and technical requirements of a specialist certificate” to persons who have received secondary medical education in foreign countries, the certificate is issued by the Federal Service for Surveillance in Healthcare.

Terms of issue:

1. Availability of certificates establishing the equivalence of educational documents (certificates of recognition of documents of foreign states on the level of education and (or) qualifications...

Is it possible to apostille a diploma of secondary education from the First Professional Institute of Aesthetics, 4th category cosmetologist? 450 working hours are indicated in the diploma.

Yes, documents on secondary vocational education are subject to apostille. To do this, you need to submit a written or electronic application (through the government services portal). Confirmation of educational documents falls within the competence of the executive authorities of the subjects exercising the delegated powers of the Russian Federation...

Secondary medical education vs. education of a specialist in the provision of household cosmetic services

In connection with frequent questions, we will dwell in more detail on the relationship between secondary medical education and the education necessary to provide household services.

A cosmetology nurse is a position that requires a mandatory secondary medical education, which is obvious.

However, to carry out procedures that are domestic in nature, which include: tattooing, manicure, pedicure, etc., to work as a cosmetologist, esthetician, or cosmetic esthetician, no medical education is required, since the indicated .

To work as a specialist in the provision of household cosmetic services, namely: a cosmetologist, an esthetician, a cosmetic esthetician, an esthetician technician or a specialist in the field of applied aesthetics, a secondary vocational education is required, but not a secondary medical education.

To complete the topic of secondary medical education, we will inform you (or remind those who are in the know) that a number of positions of paramedical personnel, an exhaustive list of which has been established, can be assigned to persons who have not fully mastered the higher education program (who have completed 3 years and more). This list does not include a nurse in cosmetology, but simply a nurse, a treatment room nurse, etc.

So if you have not completed the higher medical education program, then you can work in certain positions of paramedical personnel (the right is secured by paragraph 5 of Article 69).

However, from the above it should not be concluded that having 3 years of education, for example, in the “Dentistry” profile, you can get a job as a nurse, and then retrain as a nurse in cosmetology, without having a diploma in nursing, midwifery or general medicine. It is necessary to understand that the admission of “undergraduates” to practice is an exception aimed at solving certain personnel issues, but in no way a way to bypass the qualification requirements for medical personnel.

If a specialist with secondary vocational education in the specialty “applied aesthetics” (= cosmetologist) receives a diploma in the specialty “nursing” (in that order), wouldn’t this be an analogue of receiving the specialty “nursing in cosmetology”?

Secondary vocational education "applied aesthetics" has no relation to secondary medical education, which includes the specialty "nursing". Therefore, regardless of the order of receipt of education, it will not be possible to equate the secondary education of an esthetician, received before secondary medical education, with the education of “Nursing in cosmetology”...

According to the professional standard approved by Order of the Ministry of Labor and Social Protection of the Russian Federation on December 22, 2014 No. 1069n “Specialist in the provision of household cosmetic services,” the educational requirements do not provide for compulsory medical education for a cosmetician. I was trained at a training center that has a License for the right to conduct educational activities in educational programs for professional training in the profession of "Cosmetician". Upon completion of training, I received a diploma of qualification “Cosmetician of the III category” in accordance with the State requirements for the minimum content and level of professional training for the assignment of this qualification (as written in the diploma). From the point of view of the inspection bodies, is my education sufficient to work as a cosmetologist in a beauty salon in accordance with the above Standard?

You are right, a medical education is not required to provide household cosmetic services. However, we advise you to pay close attention to the list of procedures that relate to household cosmetic services, as well as the requirements for the specialist providing them. The list of services and requirements is contained in the Professional Standard approved by the Order of the Ministry of Labor and Social Protection...

In terms of the duration and degree of complexity of the educational process, obtaining a medical education is certainly superior to obtaining higher education in any other specialty. A system of several stages, each of which takes several years, should ideally be aimed at cultivating highly qualified medical personnel. Unfortunately, some decisions taken by government authorities in connection with international legal obligations are likely to “cripple” the system of higher education in Russia in general 2 and medical education in particular. There is no hope that reforms will bypass medical education. However, let's look at the educational system that is still in place.

By analogy with the description of secondary medical education, we will analyze higher medical education using the example of a cosmetologist.

The requirements for cosmetologists have been established; let’s present them in the form of a table:

Specialty "Cosmetology"

Level of professional education

Higher education - specialty in one of the specialties: "General Medicine", "Pediatrics"

Residency training in the specialty "Cosmetology"

Additional professional education

Professional retraining in the specialty "Cosmetology" if you have completed an internship/residency in the specialty "Dermatovenereology"

Advanced training at least once every 5 years throughout your career

Positions

Cosmetologist; head (chief) of a structural unit (department, division, laboratory, office, detachment, etc.) of a medical organization - cosmetologist

As we can see, the level of higher education is clearly established: specialty. That is, the division into bachelor's and master's degrees has not yet reached the specialties established by Order No. 707.

Before moving on to the analysis of the direct requirements for cosmetologists, let us briefly dwell on such a stage of postgraduate education as internship. Moreover, this stage will soon sink into oblivion, giving way to a long-term residency.

Internship training ensures that a specialist acquires the required level of knowledge, skills and abilities, as well as qualifications that allow him to occupy the positions of medical workers and pharmaceutical workers. The duration of internship training cannot exceed one year.

However from September 1, 2017, internship will be abolished. Admission to internship programs was closed on September 1, 2016. According to officials, who are making every effort to reduce budget expenditures on the social sector, the abolition of internships will shorten the training period for doctors and will allow personnel to be sent to outpatient clinics. In a few years, it will be possible to judge what the rejection of pre-graduate internships for medical students led to: an increase in the number of doctors in clinics or a decrease in the quality of medical care provided?

According to the legislator, the lack of internship should be compensated for by residency, which will be discussed further.

Residency as a stage of higher education is aimed at training highly qualified personnel (postgraduate studies can serve as an analogue of residency in the system of higher “non-medical education”). Persons with at least a higher education degree (specialist's or master's degree) are allowed to participate in residency programs. Persons with higher medical education and (or) higher pharmaceutical education are allowed to master residency programs (Order of the Ministry of Education and Science of the Russian Federation dated November 19, 2013 No. 1258).

The Federal State Educational Standard of Higher Education (level of training of highly qualified personnel) provides for full-time training for 2 years. Part-time or part-time residency is not provided. The residency program in cosmetology is divided into 3 blocks: disciplines (basic and variable part), practices (basic and variable part), state final certification. During preparation, students participate in the provision of medical care in the “Cosmetology” profile with the consent of the patients and in compliance with the requirements of medical ethics (the procedure for such participation is established). The basic part of the residency program is established by the standard, and the variable organization determines independently within the limits established by the standard.

The procedure for admitting citizens to study in residency programs has been established.

I am a dermatologist with 18 years of experience. I would like to work in cosmetology. Currently I work as a doctor in a regional hospital. Can I get a specialization in cosmetology on the job, i.e. on weekend courses?

According to the Order of the Ministry of Education and Science of Russia dated 08/25/2014 “On approval of the federal state educational standard of higher education in the specialty 08/31/38 Cosmetology (level of training of highly qualified personnel)”, obtaining an education under a residency program in the “Cosmetology” profile is allowed only in organizations that provide...

The training center where I work insists that I teach injection cosmetology. Tell me, who has the right to teach injection cosmetology and what requirements must be met at the training center?

Employees of organizations operating in the field of protecting the health of citizens in the Russian Federation are allowed to engage in teaching activities in educational programs of higher medical education or higher pharmaceutical education, as well as additional professional programs for persons with higher education, if they have: a diploma of higher medical education or higher pharmaceutical education; ...

I am a pediatrician, I want to retrain as a cosmetologist, do I understand correctly that first I must retrain as a dermatologist and only then as a cosmetologist?

No, that's not true. Requirements: higher education in the specialty "General Medicine" or "Pediatrics", as well as residency in cosmetology. We believe that you satisfy the first requirement, thus...

After graduating from medical school in St. Petersburg, she completed an internship and residency in another specialty in 1996. In 2004, I decided to change my profile and completed primary specialization in dermatovenerology, received a specialist certificate in dermatovenereology and then a specialist certificate (improvement in therapeutic cosmetology in the amount of 144 hours (2005)). Starting from 2005 and almost until now, I worked in my specialty, but it is difficult to confirm my experience. I completed short-term training with state-issued documents in mesotherapy, etc. I want to bring my documents into compliance with modern legislation. What is the algorithm of actions and why am I denied admission to a cosmetology cycle (576 hours)? After all, there is a certain transition period to eliminate all legal problems?

It is not entirely clear what transition period and what legal problems we are talking about.

You say that it is impossible to confirm your professional experience over the past 11 years (since 2005). According to clause 3, part 1, art. 100 persons who have received a medical education and have not worked in their specialty for more than 5 years can be admitted to medical practice only after completing training in additional professional programs and having a specialist certificate...

Additional professional programs for medical and pharmaceutical workers are provided for in paragraphs. 3 p. 1 art. 82 of the Federal Law of the Russian Federation “On Education”. The implementation of professional educational programs for medical education and pharmaceutical education ensures continuous improvement of professional knowledge and skills throughout life, as well as continuous improvement of professional level and expansion of qualifications.

Additional professional education can be obtained:

  • in educational and scientific organizations engaged in medical activities;
  • in medical organizations, including medical organizations in which structural divisions of educational and scientific organizations are located.

Professional retraining and advanced training are established in the requirements for both nursing staff and medical specialists. What is the difference between these concepts? In accordance with paragraph 4.5 of Art. 76 Federal Law “On Education” advanced training program is aimed at improving and (or) obtaining new competence necessary for professional activities, and (or) increasing the professional level within the framework of existing qualifications, and professional retraining program, in turn, is aimed at obtaining the competence necessary to perform a new type of professional activity, acquiring new qualifications.

There are different forms of documents indicating successful completion of an additional professional program. For persons who have completed additional professional education programs in the form of advanced training, such documents are a certificate of advanced training and a specialist certificate 3, and for those who have completed additional professional education programs in the form of professional retraining - a diploma of professional retraining and a specialist certificate (Letter of the Ministry of Health of the Russian Federation dated December 26 .2012 No. 16-2/10/2-5713).

Training under additional professional education programs for workers who have a secondary and/or higher medical education that does not meet the qualification characteristics and qualification requirements established for workers in the healthcare sector, in force along with Order No. 707n, but who have continuous practical experience in the relevant medical or pharmaceutical specialty more than 5 years, organized by:

  • for employees with 10 years of work experience or more, under additional professional education programs in the form of advanced training (the standard training period for any form of training ranges from 100 to 500 hours);
  • for workers with work experience from 5 to 10 years, under additional professional education programs in the form of professional retraining (the standard training period for any form of training is over 500 hours).

When concluding an agreement with an educational organization, we recommend that you pay attention not only to whether it has a license, but also to the compliance of the training periods established by the agreement with the terms, as well as the terms established by the educational Standard described below. As judicial practice shows (see, for example, Resolution of the Fifth Arbitration Court of Appeal dated May 25, 2012 No. 05-AP-3518/2012), the courts are not satisfied with the mere fact of submitting educational documents. In this case, the court drew attention to the insufficient number of hours of training, from which it concluded that they had not undergone professional retraining and brought them to justice on the basis of Art. 14.1 Code of Administrative Offenses of the Russian Federation.

Approximate additional professional programs for medical education and pharmaceutical education are developed and approved by the federal executive body, which carries out the functions of developing state policy and legal regulation in the field of healthcare.

Such a program was widespread in the specialty “Cosmetology”. The purpose of professional retraining (PP) is to master the knowledge, skills and practical skills necessary for a dermatovenerologist to perform a new type of professional activity in the specialty "Cosmetology". Specialists with higher medical education in the following specialties are accepted for PP cycles: 040100 “General Medicine”. 040200 "Pediatrics", and the main specialty is dermatovenerology. The duration of the PN cycle is 4 months, 576 hours.

Cosmetologists who have a five-year break from working in their specialty are allowed to take the certification exam after completing a professional retraining program lasting 4 months (576 hours).

The standard provides for general improvement and thematic improvement as activities aimed, respectively, at comprehensive professional development, deepening and expanding knowledge and skills, and mastering theory and practice on a specific issue/topic. The duration of the general improvement cycle is 144 hours, thematic improvement 72 hours, 144 hours or 288 hours, depending on the thematic cycle of additional education.

Unfortunately, the Ministry of Health of the Russian Federation has not approved or distributed standard professional retraining programs in the specialty “Nursing in cosmetology.”

When undergoing professional retraining, specialists with secondary medical education must carefully study the documents provided to them by the educational organization. In turn, the portal site will closely monitor the emergence of new acts of the Ministry of Health of the Russian Federation in the field of medical education.

Questions on the topic

I am a pediatrician with 20 years of experience, 5 years ago I completed an internship in dermatovenerology and then 506 hours in cosmetology. I have been officially working for more than a year in a medical clinic as a dermatocosmetologist. Can I not undergo advanced training in dermatovenerology every 5 years, but only in cosmetology? Will this be a problem for future licensing? Because there are opinions that if I don’t confirm dermatovenerology and without working as a dermatovenereologist, then I have to go through an internship again?

Please note: The Order of the Ministry of Health and Social Development of the Russian Federation dated July 23, 2010 does not provide for the position of dermatocosmetologist. The license of the organization in which you work must specify both types of activities: dermatovenereology and cosmetology. And you must be a full-time employee and combine 2 positions: a cosmetologist and a dermatovenerologist. The total load, according to the Labor Code of the Russian Federation, should not exceed 1.75 rates. ...

1 To avoid confusion, we clarify: all three listed stages - bachelor's degree, specialist's degree, master's degree - represent completed higher education at different levels, the stages are listed from lowest to highest. Upon completion of each, a diploma of higher education of a separate level is issued. Fortunately, medical education is still mostly specialized, but a division into bachelor’s and master’s degrees is already emerging, and there is every reason to believe that in the future, “to the detriment” of specialty, a system involving a division into bachelor’s and master’s degrees will be introduced everywhere.

2 We are talking about the transition to the so-called. "Bologna system" in the field of higher education.

3 The certificate will gradually be replaced by an accreditation certificate, which will not change the essence of this norm.
