The track has found some company. The results of the competition for the construction of the second section of the Southern Understudy have been summed up Kutuzovsky Prospekt

The Moscow authorities have summed up the results of the competition to determine the contractor for the construction of the second stage of the Southern Understudy of Kutuzovsky Prospekt (UDKP) from Minskaya Street to the Third Transport Ring. The winner was the Moscow Engineering and Construction Company (MISK JSC), which offered to carry out the work for 5.38 billion rubles, thus reducing the initial cost of the contract by more than 500 million rubles.

The Moscow Department for Competition Policy announced the results of the competition for the construction of the second stage of the section of the Southern understudy of Kutuzovsky Prospekt from the interchange at the intersection with Minskaya Street to the Third Transport Ring. As follows from the materials on the government procurement website, the maximum cost of the work was 5.43 billion rubles. Two companies took part in the auction: JSC Moskapstroy, which offered to carry out the work for 5.4 billion rubles, and JSC Moscow Engineering and Construction Company (5.38 billion rubles). As a result, the application of JSC “MISK” was declared the winner.
As follows from terms of reference, posted on the government procurement website, the second stage of construction of the Southern Bypass of Kutuzovsky Prospekt includes the dismantling of existing railway tracks, reconstruction of communications that fall within the area of passage of both the bypass itself and the exit to Poklonnaya Street, as well as the construction of an overpass across the railway.

We would like to remind you that at the end of last year, the contractor for the first stage of construction of the Yudkp was determined; the MISK company also won the bidding, offering to carry out the work for 7.185 billion rubles. According to the road layout project for the city, the backup passes through the Ochakovo industrial zone, then along the Kyiv direction of the Moscow Railway, through the Ramenki and Mosfilmovsky districts it reaches the Third Ring Road. The entire route of the backup can be divided into three main sections: from the Moscow Ring Road to Aminevskoye Highway (the main work was carried out as part of the construction of the North-Western Expressway), from Aminevskoye Highway to Minskaya Street, from Minskaya Street to the Third Transport Ring. The length of the highway is 10.5 km, it will have six lanes - three in each direction. The traffic-light-free mode will provide high throughput – up to 3,900 cars during rush hour in one direction.

Let us remember that initially it was planned to attract investors to the construction of the route, but later it was decided to build it at the expense of the city. “Since part of the road network and artificial structures were erected as part of southern section North-Western Expressway, Moscow Mayor Sergei Sobyanin decided to build a backup at the expense of the city budget,” explained the head of the Moscow construction department, Andrei Bochkarev. The main work is planned to be completed by the end of 2019.
To lay the Southern backup, the capital’s authorities decided to vacate sites falling within the construction zone. It's about about several dozen real estate objects located near the Kyiv direction of the Moscow Railway and owned or leased by copyright holders. The city administration explains that the seizure is being carried out for government needs, in particular, to create an exit from Poklonnaya Street to Southern understudy. According to Moskomarkhitektura, in general, the construction of a new highway parallel to Kutuzovsky Prospekt will require the reservation of an additional 23 hectares of territory. At the same time, the route was designed so that it did not affect the Setun River valley and the Matveevsky forest.

New overpasses, exits and crossings will appear on the route.

In 2020, it is planned to complete all construction and installation work on the Southern understudy of Kutuzovsky Prospekt.

Kutuzovsky Prospekt is a very important area of the city,” said Andrey Bochkarev, head of the Moscow Construction Department. - To relieve it and provide convenient access to the innovation center “ Skolkovo”, on behalf of Moscow Mayor Sergei Sobyanin, the construction of the Southern understudy of Kutuzovsky Prospekt is currently underway.

According to him, builders have now begun work on the first and second stages. Let us remind you that according to the project, at the first stage of construction of the Southern backup of Kutuzovsky Prospekt there will be:

An overpass of the main route at the intersection of the Southern Understudy of Kutuzovsky Prospekt (UDKP) with Minskaya Street, 366.9 meters long;

An overpass at the exit from UDKP to Minskaya Street towards Kutuzovsky Prospekt, 116.3 meters long;

An overpass at the exit from Minskaya Street to UDKP towards Aminevskoye Highway, 226.8 meters long;

Right turn exit from Minskaya Street to the Southern Understudy towards the Third Ring Road;

Overpass at the exit from UDKP to TD “ Volynskaya”;

Overpass at the exit from the shopping center “ Volynskaya” on UDKP;

Overpass at the exit from Mosfilmovskaya Street to TD “ Volynskaya”;

Two bridges across the river. Setun;

Roads more than 6 kilometers long;

Two underground pedestrian crossings;

Noise and protective screens 1.76 kilometers long;

Treatment facilities, as well as reconstruction and installation of utility networks.

At the second stage of construction of the Southern backup of Kutuzovsky Prospekt, 6.27 kilometers of roads will be built. There will also be two underground pedestrian crossings and two overpasses, including:

An overpass at the intersection of the southern backup of Kutuzovsky Prospekt with the exit to Poklonnaya Street. Total length overpass - 57.06 meters, width - 19.62 meters;

At the first stage, it is planned to build 6 kilometers of roads, several overpasses, two bridges over the Setun River, two underground pedestrian crossings, as well as the installation of noise barriers and the arrangement of utility networks. At the second stage, it is planned to build 6.27 kilometers of roads, two underground pedestrian crossings and two overpasses.
The new route is designed to relieve congestion on Kutuzovsky Prospekt and facilitate travel to the innovation center.” Skolkovo”.

. . . . .

Earlier Bochkarev in an interview Rossiyskaya newspaper reported that the Southern alternate route of Kutuzovsky Prospekt is planned to be put into operation in 2019.

The road will pass through the industrial zone “ Ochakovo”, along the Kyiv direction of the railway through the areas of Ochakovo-Matveevskoye, Ramenki, Fili-Davydkovo and Dorogomilovo. Initially, it was planned to attract investors to the construction of the route, but later it was decided to build it at the expense of the city.

It was also previously reported that the Moskomarkhitektura approved the project for the construction of the Northern backup of Kutuzovsky Prospekt. It will pass from “Moscow City” to the Moscow Ring Road with access to the Molodogvardeyskaya interchange. Entries and exits will be provided in the “ City" and at the intersection with Barclay Street. In general, the 11 km long road will become a continuation of the road bypassing Odintsovo, thereby giving the city access from the center. There will be a charge for traveling through the alternate route.

Three-lane highway 11 km long will run from the Moscow Ring Road to the Third Transport Ring

The Moscow authorities have clarified the commissioning date for the Southern understudy of Kutuzovsky Prospekt - it will be built by 2020. This was reported on the website of the capital's Construction Complex.

Three-lane road the road will pass from the Moscow Ring Road to the Third Transport Ring along the Kyiv direction of the Moscow Railway. The construction of the road is divided into several stages: from Aminevskoye Highway to Minskaya Street with a transport interchange on the street. Minsk; from Minskaya Street to the Third Transport Ring.

At the first stage, it is necessary to lay more than 6 km of road, build communications and utility networks, underground pedestrian crossings and install noise barriers. As part of the first stage, two bridges across the Setun River, three overpasses and a right-turn exit from the street will be built. Minskaya to the backup towards the Third Transport Ring.

. . . . .

It is assumed that new route will reduce the intensity of traffic flow on Kutuzovsky Prospekt and provide more convenient access to the innovation center “ Skolkovo”. Construction of the southern understudy of the avenue began in the second quarter of 2017.

Moscow authorities expect to complete construction of the southern backup of Kutuzovsky Prospekt in 2020. This was announced by the head of the construction department Andrey Bochkarev, noting that the backup will relieve congestion on Kutuzovsky Avenue.

Also, according to him, new road will provide convenient access to the innovation center “ Skolkovo”. It is specified that five overpasses, four underground pedestrian crossings, three overpasses and two bridges will be built on the backup.

Note that construction of the backup has already begun.

. . . . . , reported on the website of the Moscow City Hall.

The highway will connect the Third Transport Ring with the Moscow Ring Road, and with the help of overpasses it will be possible to get to Minskaya, Mosfilmovskaya and Poklonnaya streets. The road should relieve congestion on Kutuzovsky Prospekt and provide convenient access to the center.” Skolkovo”.

The construction of the backup is being carried out by the MISC company, which won two general contracting contracts for the project with a total value of 12.6 billion rubles.

1. Let's start from the intersection of Mnevniki (Zvenigorodka) street and People's Militia. View towards Oktyabrsky Field. This is what the finished section of the North-Western Expressway looks like. This huge interchange was built back in 2011.

2. Narodnogo Opolcheniya Street and gateway No. 9 on the Karamyshevsky straightening of the Moscow River. Here they are going to build a rectification on a rectification. At the bottom of the frame you can see a traffic jam - this is a traffic light at the intersection of Narodnogo Opolcheniya Street and Karamyshevskaya Embankment. And in the center of the frame, on a vacant lot, you can see the construction site of the Nizhniye Mnevniki Bolshoi metro station ring line. More about her below.

3. And here is the bridge under construction across lock No. 9. Initially, the project was intended to build a large cable-stayed bridge, because there were concerns that when driving piles for a standard beam bridge, landslides could occur on the slopes of the sluice. Now it seems like they will build a beam bridge, but with long distance between supports. If anyone knows the details, it would be interesting to read.

I found these renderings of the bridge on the Internet. It's just giant! I wonder what will be built in the end.

4. Single-thread, single-chamber lock No. 9 of the Moscow Canal. Soon a bridge will appear over it and connect the streets of the People's Militia and Nizhny Mnevniki.

7. Nizhnie Mnevniki, view towards Zvenigorodka.

8. And here is the pit “in an open field” future station Nizhniye Mnevniki metro station. It is not yet very clear why a metro station is needed here.

Reminiscent of the Izmailovsky Park station, the lobby of which was once located in an open field, and now it is hotels, the MCC, commuter buses, and so on.

12. At the beginning of this month, traffic was opened on the New Krylatsky Bridge (on the left in the frame).

15. The intersection of Krylatskaya street and Rublevskoye highway.

16. I remember more than once standing in a dead traffic jam from Yartsevskaya to Krylatskaya. Now it's beauty.

17. Yartsevskaya street. Now there are several intersections with traffic lights, and it’s hard for me to imagine that they are going to make this street without traffic lights.

18. Next North-Western Expressway from Yartsevskaya it turns into Bozhenko Street. And here, at the intersection with the tracks of the Smolensk direction of the railway, a double overpass with exits from Bozhenko Street to Gorbunova and Tolbukhin Streets has already been opened. In the same place will have to pass northern understudy Kutuzovsky Prospekt, but construction work I haven't noticed yet.

19. At this junction I was a little confused. It turns out that at this point the chord will diverge along three streets: Gorbunova towards the Moscow Ring Road, as well as Tolbukhin and Kubinka to the south towards Mozhaika with one-way traffic in each case.

22. Here you can clearly see how the chord diverges “into the pants”

23. Tolbukhina and Kubinka streets cross Mozhaiskoye Highway under the overpass and turn into Vyazemskaya and Vitebskaya, respectively.

24. Vitebskaya street on the left, Vyazemskaya on the right and between them Skolkovskoe highway.

25. That's how complicated it is. If I'm not mistaken, the chord goes along Vitebskaya and Vyazemsky streets, and then again merges into one road, currently called Projected Passage No. 1901. And Skolkovskoye Highway goes to the Moscow Ring Road.

26. Projected passage No. 1901, new bridge across the Setun River and a turning overpass.

27. The overpass looks especially interesting from above. This is the intersection of SZH and Troekurovsky Proezd.

30. And this is a slightly different area, transport interchange at the intersection of Aminevskoye Highway and General Dorokhov Street.

31. The expanded General Dorokhov Street will become part of the southern backup of Kutuzovsky Prospekt.

This is what this place looked like a year and a half ago.

We've set it up, you understand! What do you say?

Dmitry Chistoprudov,

Residents demand that the project be declared illegal; activists have doubts about the need for the route. In response, officials say that only a possible corridor has been approved. Construction of the first interchange has already begun

Supreme Court Russia has begun considering the appeal of several dozen Muscovites against the decision of the Moscow City Court, writes Kommersant. In May, the court rejected their complaint against the planning project for the northern backup of Kutuzovsky Prospekt. The idea appeared in the general plan of Moscow back in 2010, and the controversy has not subsided since then. Toll road will run from Moscow City along the Smolensk direction of the railway and then bypass Odintsovo.

Problem: the area of the future 12-lane highway will include dozens of residential buildings in the Dorogomilovo, Fili-Davydkovo, Kuntsevo, and Mozhaisky districts. The road literally blocks their windows. Residents began organizing protests on this issue six years ago. In 2016, Moskomarkhitektura prepared planning projects for sections of the backup road, and the Moscow government approved them in 2017.

The public hearings were held in violation of all the rules, so the issue began to be resolved through the courts, says the head initiative group community of residents of the Western District “Dubleru.Net” Oleg Kazenkov:

Oleg Kazenkov head of the initiative group of the community of residents of the Western District "Dubleru.Net"“I’m not happy with opinions being ignored local residents and the expert community. This is a disaster for residents of several districts of the Western District. The second point: massive violations of citizens’ rights during public hearings. We were promised one thing, but in fact it turned out to be something else. Over time, the scale only increases: if earlier they said that there would be three lanes in one direction, then later there will be four. Just this week, renderings appeared on the fences along the future route, on which we already see six lanes in one direction, six in the other.”

The main complaint is the massive cutting down of trees during construction, although initially they were promised not to be touched, says the activist. This will ruin the environment Western district, and also contradicts the Moscow law “On the protection of green spaces.” It is especially difficult to part with the green grove in Fili-Davydkovo, due to which it is planned to expand the route in the future.

The plaintiffs are ready to compromise (they propose to build the road in an alternative way: a tunnel or a closed highway), but dialogue has not yet been achieved. Perhaps because the design of Kutuzovsky’s understudy is constantly being changed, comments Alexander Kulakov, director of the HSE Center for Transport Modeling:

Alexander KulakovDirector of the Center for Transport Modeling at the Higher School of Economics“The project is constantly in adjustment mode; it cannot be said that I, for example, know the final solution. Question: how necessary or not necessary is the road? Of course, the northern alternate of Kutuzovsky Prospekt connects not only with Moscow City. Research has been conducted to determine what percentage of territories are occupied road network between the Third Transport Ring and the Moscow Ring Road. In total, about 12-14% of the territory is occupied by the road network. A forecast was made, calculations showed that the road would be in demand. In principle, there is a need for this road in the city. I would like people not to suffer, and there would be a road.”

It is assumed that the Kutuzovsky Prospekt backup project will become the first toll road in Moscow. It should be built under an agreement between the capital’s mayor’s office and the New Concession Company (a subsidiary of Leader Management Company), which will invest 38 billion rubles in the project. Fares for travel on the alternate route are still unknown, like many other things, despite the fact that the project itself was presented eight years ago.

The first instance, the Moscow City Court, according to residents, did not even request documentation on the backup from developers and city authorities. The Supreme Court of the Russian Federation requested documents from the defendants. A new trial of the case is scheduled for November 14.

Business FM is awaiting comments from Moskomarkhitektura and Mosinzhproekt; they were unable to be received promptly. Earlier, Deputy Mayor for Urban Development Policy Marat Khusnullin said that the project for the northern backup of Kutuzovsky Avenue is planned to be developed by the end of this year, and completion of the work is scheduled for 2019.
