M3 toll road. Kievskoye Highway (M3) is now a little toll

Until 2109, all drivers will have to pay for travel along a 70-kilometer section of the M3 "Ukraine" highway in Kaluga region(124-194th km). This order was signed by Russian Prime Minister Dmitry Medvedev. Relevant document published on the legal information portal.

“To establish that the use of a section of the highway public use federal significance M3 “Ukraine” Moscow - Kaluga - Bryansk - the border with Ukraine in the Kaluga region is carried out on a toll basis until May 1, 2109,” the order says.

According to the text of the document, on this segment Traffic is organized in four lanes. The width of the carriageway is 2x7.5 m with a dividing strip width of 2.75 m.

Preliminary fares became known to the media in advance. They should be significantly lower than, for example, on the M11 Moscow - St. Petersburg highway under construction. The total cost of travel along the 70-kilometer toll section during the day for passenger cars will be 90 rubles, for two-axle trucks up to 2.6 m in height - 135 rubles, for two-axle trucks trucks above 2.6 m - 180 rubles, for trucks above 2.6 m and with three or more axles - 340 rubles. Night travel should cost half as much, with a transponder the discount will be about 20%.

The toll will be divided into two sections: from km 123 to km 150 and from km 150 to km 173. The start date for collecting fees is not specified in the resolution, but this could happen as early as the end of March.

drivers who want to save money will be able to take advantage of free travel“bypassing” sections of highways with a length of 123 and 135 km.

Please note that traffic in the area federal highway M3 “Ukraine” from km 124 to 174 in the Kaluga region was opened on September 13, 2016 after reconstruction. Until the completion of the reconstruction of the entire section of the highway from km 124 to km 194, motorists could use the new section of the highway for free.

Total length The M3 highway across Russia is about 500 km. The highway is being reconstructed with the subsequent introduction of tolls on the road, so the first paid section will not be the last - it is expected that in the coming years the fee will begin to be collected just a few tens of kilometers from Moscow.

The volume of investments in the reconstruction of the M3 "Ukraine" highway to transfer it to paid work exceeded 17 billion rubles.

This amount also includes the cost of constructing free alternate roads. Bus stops will be removed from the M3 and transferred to alternate roads. Also on toll road After the reconstruction, overpasses, noise barriers, roadsides, dividers and an ecoduct will be installed - a special crossing for animals. All this will increase the permitted speed on the highway to 110 km/h. Complete the reconstruction of the M3 highway and transfer it to paid basis.

Test period: drivers began to receive tickets without paying for travel.

Let us remind you that the road was transferred to the trust management of the Avtodor Group of Companies in October 2011. It runs from Moscow through Kaluga and Bryansk to the border with Ukraine. So, the highway starts at the intersection Leninsky Prospekt and the Moscow Ring Road, then goes in a southwestern direction through the territory of the Moscow region, passes south of the area Solntsevo and Vnukovo airport.

Then the highway goes through the territory of the Kaluga region, intersecting near the city of Obninsk with the A101 Moscow - Maloyaroslavets - Roslavl highway, passes Kaluga at a distance of 20 km northwest of the city, then goes through the territory Bryansk region V south direction, lying at a distance of 10 km east of Bryansk, passes several kilometers across the territory Kursk region, turns southwest at the junction of the Orel - Kyiv highway and reaches state border with Ukraine. IN neighboring state The section to Kyiv is more than 200 km.

History of the M3 Highway

In 1938, the design of the highway began, which at that time had the name “Moscow - Sevsk”.
The construction of the road as an engineering structure was carried out in the following stages:

in 1959 - from 107 to 180 kilometers

in 1963 - from 180 to 300 kilometers

in 1964 - From 300 to 425 kilometers

from 1959 to 1963 - From 425 to 507 kilometers.

from 1964 to 1976 - reconstruction of the road with the installation of cement concrete pavement, 23 small ones were completed and restored artificial structures, in the reconstruction section of the 106th - 110th kilometers, a two-layer asphalt-concrete covering was laid on the surface of concrete slabs, the width of the roadway was increased from 6 meters to 7.5 meters.

The road was built according to technical standards of the second category with a cement concrete surface.

In March 2017, the section 124 km – 173 km of the M-3 “Ukraine” highway was put into toll operation.

Scheme and photographs of the M3 highway

IN Russian Federation There are roads of different categories. Among those that are repaired at federal expense and maintained government agencies, federal highways are listed.

These include roads that connect Moscow with other capitals of countries or key cities of different regions of the Russian Federation. Such roads are designated by the prefix M. One of these is the M3 highway.

Where does the road lead?

The federal highway M-3 “Ukraine” was previously called differently. Its name was Kievskoye Highway. Many people do not know where the MZ highway is. The answer is simple: it crosses the territory of three constituent entities of the Russian Federation at once. The route crosses the Moscow region, then Kaluga and then Bryansk. The M3 highway ends at the border with Ukraine, at checkpoint"Three-breasted."

She is integral part European direction E101. Along the entire route the climate is moderate, with sudden changes in temperature environment there is no need to be afraid. The terrain through which the route runs is mostly flat. But there are also quite steep hilly and wooded areas. Moving along the route, you will have to cross several large bodies of water on bridges equipped specifically for this. In particular, such large rivers, like Oka and Nara.

Track route

Almost 500 km is the length of this federal highway. So, let’s figure out how the M3 highway runs, what highway leads from Moscow to the Ukrainian border. It begins at the confluence of the capital's ring road and Leningradsky Prospekt. Then it winds to the southwest of the region and goes further. The road runs south of the village of Solntsevo, as well as Vnukovo airport.

Winding in this direction, the road goes into the Kaluga region. It lies not far from Obninsk, but goes past Kaluga. The town remains approximately 20 km from the highway. After this, M3 enters the territory of the Bryansk region, but does not reach the capital of the region, but bypasses it at a distance of about 10 km. A very small section of the route then runs within the Kursk region, after which the road goes southwest. As a result, it stretches to the border with Ukraine.

When was the M3 built?

The construction of this federal road began in the 50s. XX century. The road was finally put into operation in 1976. It was originally made from concrete slabs. Traces of such construction were felt until recently, despite the attempts of road workers to pave the M3 highway with asphalt. Reviews from those who drove along this road indicate that the joints between the slabs are felt in some sections of the route. True, this was the case until 2015. The peculiarity of the M3 is that it has one lane in each direction of travel. However, this situation is only on the section of the road to Kaluga. After that, two lanes in both directions.

Repair

The best, judging by the reviews, is the section stretching from the capital of Russia to Kaluga. This is apparently due to the fact that the road was improved more than 15 years ago with lanes being widened. Major repairs of various sections of the road were carried out in both 1999 and 2007. The road was also repaired in 2015.

Starting this year, as many motorists note in their reviews, driving along the highway is a pleasure. The quality of the coating is excellent. This road is not very busy. The abundance of cars on it is observed only during the holiday period.

Dangerous road

It is worth noting that the M3 highway is considered far from the safest in Russia. At least that was the case just a few years ago. In one of the ratings of the most dangerous roads of our country it ended up in third place. At that time, only the M5 Ural and M10 Russia highways were worse than it from a safety point of view. Paid areas There is currently no road on this federal highway. And there’s not much to pay for yet. Perhaps they will appear after the reconstruction that is planned. After this, the maximum permitted speed on it should be 120 km/h. In 2015, a project was launched to reconstruct the M3 highway (photo in the article). The project is planned for several years in advance. It has already been announced that some sections of the road will become toll roads after the repairs are completed. It was previously announced that the first section of the M3, for which you will have to fork out for travel, will be put into operation in 2018. This is a piece of the federal highway from 124 to 174 km, it ends before the turn to Kaluga. The free alternative will remain. This will be the A-130 highway, which leads from Moscow to Belarus and on the indicated section lies not far from the M3.

Features of the route

There are a number of features that are mentioned by those who had the opportunity to travel the section from the capital of the Russian Federation to the border with Ukraine where the M3 highway passes.

Firstly, motorists note that there are no problems with gas stations along the route. Along the way there are gas stations of most large companies. There are no problems with service points or catering. Motorists will have a place to rest along the way or have a snack. Secondly, judging by the reviews, the route crosses small quantity settlements. This means that there are few “white” signs along the highway, which means there are not many speed limits. Thirdly, on the highway there are not many restrictions on maneuvers in the form of solid lines, so most people do not have any difficulties with overtaking. However, there are still limitations. There are many descents and ascents with continuous roads on the section from Kaluga to the Ukrainian border. Fourthly, the highway is not a transport artery, so very few trucks and heavy vehicles travel along it.

Accident involving two vehicles and occurred on the Kiev highway in the TiNAO, as a result of which two people were injured. The Moscow City News Agency was informed about this by the press service of the Main Directorate of the State Traffic Safety Inspectorate of the Ministry of Internal Affairs of Russia in the capital.
“An accident involving two vehicles occurred on the Kiev highway near the turn to the village. Krekshino. As a result of the incident, two people were injured,” the agency’s source said.
In turn, the Moscow Agency’s source in emergency services clarified that there was a collision between a truck and a car.

At the end of September, specialists from the Organization Center traffic(TsODD) began re-marking several sections of the Kyiv highway. Main traffic problems The highway had entrances to and exits from the city of Moskovsky, as well as Solntsevskaya and Rumyantsevskaya interchanges. What has changed on the highway and whether it was possible to remove congestion due to the new markings, read the material of the Moscow 24 portal.

What was Kievskoye Highway like?

In the 2000s, Kyiv Highway was an ordinary highway leading from Moscow. But in 2012, when new territories from the Moscow region were annexed to the capital, the route became one of two transport arteries TiNAO. Thousands of new Muscovites began to travel to Kievka every day to get to the city center.

In 2013, dedicated lanes were made on the highway to provide citizens with fast public transport. However, the “dedicated lanes” played a cruel joke on other motorists: due to the reduction in the number of lanes, in the morning motorists found themselves stuck in traffic jams towards Moscow to the MKAD, and in the evening – towards the region before the turn to the city of Moskovsky.

In 2017, experts partially solved the problem - the number of lanes was increased by one in each direction by reducing their width (from 3.75 meters to 3.5 meters). Now on most of the Kyiv highway there are four general lanes and a “dedicated area” for public transport. But local problems remained: congestion at peak times continued to accumulate in the area of the turn to Moskovsky and before the entrance to the Moscow Ring Road.

What did Kievskoye Highway become?

At the end of September, data center specialists began re-marking several sections of the highway. One of the most important was the area near the Moskovsky interchange. Moreover, so that motorists do not have to stand at the entrance to the city in the evening, and in the morning they can leave it on the Kievskoye Highway, the markings at the interchange itself have been changed.

After applying new markings, there were six lanes before the turn to Moskovsky: two go to the interchange, four “go” to Moscow. Then the flow in two rows arrives at the overpass, which has also been re-marked: there are now three rows heading towards Moskovskoe, two of which are from the Kievskoe highway. Departure from Moskovskoe is now also allowed in two rows, which literally flow into the highway. And at the exit they painted a special traffic island that separates parallel traffic flows.

Also, on the section of the highway from Rodnikovaya Street to Admiral Kornilov Street towards the center, another lane was added by narrowing other lanes. Thus, there are now five rows towards Moscow from the Solntsevskaya interchange, and as many as six from the Rumyantsevskaya interchange to Moscow.

Transport effect

According to the deputy chief situation center Andrey Mukhortikov's data processing center, in the direction of the region, the problems with traffic flows have practically been resolved: even at rush hour, the Kiev Highway is moving, since the added capacity of 1.8 thousand cars per hour is more than enough. The speed of public transport has also increased, because “if general ranks They’re driving normally, there’s no point in driving into the designated lane.”

However, towards the center the problem was only partially solved. From positive results It is worth highlighting the reduction in the rush hour interval (from 3-2.5 hours to 1.5-1 hour), as well as the increased travel speed. Although in the morning there are still traffic difficulties on the Kievskoe highway in front of the Moscow Ring Road, Mukhortikov noted.

According to him, the reason for the congestion is the narrow overpass on both sides of the Moscow Ring Road: two lanes are not enough for those wishing to get to the ring road, and the queue of motorists waiting to turn extends for several hundred meters, preventing other drivers from getting to the center.

Departure from Moskovskoe is now also allowed in 2 rows:

These 2 rows join Kyiv

And on the way out they are covered with an island in the markings

In the region, the problems were completely resolved: even at rush hour, the Kiev highway is “green”. It turned out that the added capacity of 1800 cars per hour is more than enough!

It was much better to go on the Kievskoe highway and public transport. Because if the general lanes are driving normally, there is no point in driving into the dedicated lane!..
But towards the center the problem was partially solved. Of course, the rush hour interval has also decreased (from 2.5-3 to 1-1.5 hours), and the speed of travel has increased, but in the morning there is still congestion on the Kievskoe highway in front of the ring road.

To deal with this bottleneck, we have developed a project to re-mark the beginning of the overpass into 3 lanes. I hope it will be possible to implement it in 2019, which will make it possible to remove the last bottleneck, still poisoning the lives of motorists.

Be that as it may, already now, as a result of our re-layout of Kievsky, tens of thousands of people a day are saving from 10 to 30 minutes, depending on the direction and time of day. And this is the most main result our work, because time is our only non-renewable resource.
Did you use the Kyiv highway after the lanes were added? Where else in Moscow is such re-marking needed?

This road runs from Borovskoye to Kievskoye highway through the village. Rasskazovka, village. Vnukovskoye, TiNAO. The reconstruction of the road was completed in June 2014, and in August the road was opened by Moscow Mayor S.S. Sobyanin.
The length of the road is 2.9 km, the total cost of reconstruction of the above road is 1,780,925,476.12 rubles.
The customer of the work is the Department for the Development of New Territories of the City of Moscow. Contracting organization - Transstroyinvest LLC.

In April 2016, I discovered many different road defects: about 12 failed rainwater grates and hatches (this is one of them):

As well as the destruction of asphalt; subsidence of the roadway and sidewalks; destruction of tactile tiles; a fallen fence in places.
I wrote an appeal to the OATI for TiNAO, and received an answer:

OATI issued an order with a deadline for elimination until June 1, 2016. Unfortunately, practically nothing was done except for two hatches.
I write a new letter to OATI, in July I receive a response that all violations have been eliminated:

That is, according to OATI, this kind of redone work under warranty is normal:

When the rainwater inlet falls apart again a month after the violation is eliminated.
I was also outraged by the fact that the contractor, when eliminating warranty violations, uses a completely different brand of asphalt concrete. Initially, the ShMA-20 grade was laid, but now the contractor is using a cheaper and lower quality B-1 grade.
It doesn't take a genius to understand that asphalt is different:

OATI point blank does not notice this fact; in one letter I repeated my demands and comments on asphalt grades twice, unfortunately, they were never heard.
I wrote a new letter to OATI, they confirmed the violations and set a deadline for elimination until August 8, 2016:

On August 8, of course, nothing was done, work did not even begin.
Now I have written an appeal to the Department for the Development of New Territories of the City of Moscow. The answer came on September 22, 2016:

This time the contractor deigned to do at least something. They are redoing this area for the second time in three months:

Once again we decided to play dumb and save money on the brand of asphalt:

They forgot about the hatches and rain inlets, and also about the other asphalt failures.
I am writing a new letter, only to the Moscow mayor’s office, where I demand that I be invited to a commission to survey the road. But our officials decided to conduct the commission without me:

Three weeks later, a response came from the Department for the Development of New Territories of the City of Moscow:

Sent a defective statement:

In December, the contractor eliminated one subsidence with cast asphalt concrete:

He didn't appear here again. A new letter has already been sent.
As of February 5, 2017, some of the violations redone by the contractor are again in need of repair:

This section was done twice in 2016, and the third time is about to happen.
In total, only 2 roadway subsidences were eliminated in 2016...
A whole kilometer new road Motorists are jumping, not driving, this is best seen in the video footage of the bus:

This is what one of them writes local residents, on condition of anonymity: “I live on this very road and the whole street - we live like on a volcano in a constant earthquake zone - the houses are shaking when cars run into the manholes that are in abundance on the road, the foundations are collapsing and the walls of the houses are cracking!! !
It's a pity that the contractor and the authorities from the Department of Development of New Territories do not live on this street.
As of February 2017, more than 20 manholes and rainwater inlets do not comply with GOST (some have failed, others are above the road surface, and around others the asphalt is collapsing):

Here is a broken fence, and somewhere it has completely disappeared:

Tactile tiles are also destroyed:

Back in 2014, all stops were glass:

But already in 2016, all stops were lined with polycarbonate:

I am very surprised by the situation with the customer, who did nothing at all before I contacted him, although the road is under warranty. The contractor constantly either fails to comply with the instructions, or, as they say, “pulls the cat by the balls.”
And now a little about the contractor Transstroyinvest LLC. Chairman of the Board of Directors Alexey Fomenko. Now the company "Transstroyinvest" is engaged in the reconstruction of the highway Borovskoye Highway - Kievskoye Highway - the village of Botakovo, through the villages of Rogozinino, Verkhovye in New Moscow. The total length of the road is 15 km. Participates in the construction of the M11 road. This is only a small part of the contractor’s work on the development of the next budget of the Russian Federation.
Judging by how difficult it is to force a contractor to fulfill warranty obligations on the road from Borovskoye to Kievskoye highway through the village. As the story goes, then, most likely, similar situations will occur with other government contracts.

In the Novomoskovsk district of the capital, a cyclist was electrocuted while driving under an overpass. A palpable discharge paralyzed his leg, and the victim almost fell under the wheels of cars on the roadway.
Evgeniy Platonov travels to work along the Kievskoye Highway every day: in the winter by car, and just a couple of days ago he switched to a bicycle. But the opening of the cycling season almost ended in tragedy for a Muscovite - Evgeniy was electrocuted while driving under an overpass.

With a paralyzed leg, the cyclist could barely maintain his balance. We had to continue our journey on foot. First thought. What visited the man was that he could run over a bare wire. I called the Ministry of Emergency Situations, they explained that there was indeed electricity in the air.

I have to leave for safe distance from the affected area. The place is busy. Located nearby pedestrian zone, she is also under power lines. Another cyclist uses this route daily. I noticed a strange anomaly a long time ago. Now, when riding a bike, he puts on gloves to insulate his hands from the metal. With such protection, the current is not dangerous, the man says. He agrees to drive under the overpass again and show where the high-tension zone begins.
The power lines that cross the Kievskoye Highway are owned by one of the largest power distribution companies in Russia. We contacted them for clarification. However, employees said that nothing like that could happen. Their networks are not powerful enough to create such a strong electromagnetic field.

Perhaps the same electric shocks that cyclists talk about are just static electricity, the engineer suggests. Synthetic clothing plus friction force is a principle familiar to everyone since childhood. It is possible that this version could become the main one. If we hadn’t noticed the main power lines next to the MOESK wires. According to the engineer, their power is at least twice as high.
It is not yet known who owns the high-voltage lines. There are several dozen power grid companies operating in Moscow and the region. The Ministry of Energy will probably be able to identify the owner of the backbone network. And, if experts confirm the cyclists’ concerns, then a “High Voltage” warning sign should appear on this section of the road.

Drivers will have to pay for travel along a 70-kilometer section of the M3 Ukraine highway for the next 93 years. The corresponding document was signed by Russian Prime Minister Dmitry Medvedev. The repaired four-lane section of the highway has a total width of 15 m. As free alternatives, motorists are offered a two-lane 135-kilometer section through Maloyaroslavets or a 123-kilometer option through Kaluga.

“To establish that the use of the section of the public highway of federal significance M3 “Ukraine” Moscow - Kaluga - Bryansk - the border with Ukraine in the Kaluga region is carried out on a paid basis until May 1, 2109,” - the order says.

According to the text of the document, traffic on this section is organized in four lanes. The width of the carriageway is 2x7.5 m with a dividing strip width of 2.75 m.

Preliminary fares became known to the media in advance. They should be significantly lower than, for example, on the M11 Moscow - St. Petersburg highway under construction. The total cost of travel along the 70-kilometer toll section during the day for passenger cars will be 90 rubles, for two-axle trucks up to 2.6 m in height - 135 rubles, for two-axle trucks above 2.6 m - 180 rubles, for trucks above 2, 6 m and having three or more axles - 340 rubles. Night travel should cost half as much, with a transponder the discount will be about 20%.

The toll will be divided into two sections: from km 123 to km 150 and from km 150 to km 173. The start date for collecting fees is not specified in the resolution, but this could happen as early as the end of March.

Let us note that traffic on the section of the M3 “Ukraine” federal highway from km 124 to km 174 in the Kaluga region was opened on September 13, 2016 after reconstruction. Until the completion of the reconstruction of the entire section of the highway from km 124 to km 194, motorists could use the new section of the highway for free.

The total length of the M3 highway across Russia is about 500 km. The highway will be reconstructed with the subsequent introduction of tolls along the road, so the first toll section will not be the last - it is expected that in the coming years tolls will begin to be collected just a few tens of kilometers from Moscow.

The volume of investments in the reconstruction of the M3 "Ukraine" highway to transfer it to toll operation exceeded 17 billion rubles.

This amount also includes the cost of constructing free alternate roads. Bus stops will be removed from the M3 and transferred to alternate roads. Also, after reconstruction, the toll highway will be equipped with overpasses, noise barriers, roadsides, dividers and an ecoduct - a special crossing for animals. All this will increase the permitted speed on the highway to 110 km/h. It is planned to complete the reconstruction of the M3 highway and transfer it to a toll basis by December 2017.

The test period started on February 15, 2017: drivers began receiving tickets without paying for travel.

Let us remind you that the road was transferred to the trust management of the Avtodor Group of Companies in October 2011. It runs from Moscow through Kaluga and Bryansk to the border with Ukraine. Thus, the highway originates at the intersection of Leninsky Prospekt and the Moscow Ring Road, then goes in a southwestern direction through the territory of the Moscow region, passing south of the Solntsevo district and Vnukovo airport.

Then the highway goes through the territory of the Kaluga region, intersecting near the city of Obninsk with the A101 Moscow - Maloyaroslavets - Roslavl highway, passes Kaluga at a distance of 20 km northwest of the city, then goes through the territory of the Bryansk region in a southern direction, passing at a distance 10 km east of Bryansk, runs several kilometers through the territory of the Kursk region, turns southwest at the junction of the Orel - Kyiv highway and reaches the state border with Ukraine. In the neighboring state, the section to Kyiv is more than 200 km.
