In 2017, Tyumen ranks at the top of our final ranking. Why?

One of the most prominent characters in the comic is the villain, his name is the Ruthless City Manager. Oil clouded his mind so much that he began to do terrible things just to attract more tourists to the city or to make a profitable deal. Of course, all this is a play of the imagination, and it is needed in order to show the reader in such a grotesque form how dangerous industrial culture can be.

We spoke with Gosha in April, when we held the youth “Media Polygon Tyumen-24”. Then we did not yet know that Tyumen would take first place in our ranking for the first time. That is, they knew that it would take a very long time high place- this situation has remained unchanged since in 2010 we expanded our research into cities with populations of over a million to those where more than 600 thousand people live. Tyumen is the center of a wealthy region with clear and socially oriented management: with the highest budget expenditures per capita among its competitors (30 thousand rubles per year), and average salary in the city it is second only to Moscow (50,500 rubles). We do not include Moscow (both the city and the region, whose budget for improvement alone is comparable to the budget of any Central Russian region), and at the same time St. Petersburg (so as not to be offended), although different years The love of the residents was assessed, and it was no more than in many other cities. In fact, our rating is a league of competitions for the “third capital”, in which Ekaterinburg and industrial centers Urals (Chelyabinsk was the city's favorite city back in 2012, but in recent years it has sank greatly). Then, after the fall of industry in 2009, the Urals slightly reduced statistical indicators and the south, led by Krasnodar, rose - with agriculture and the Olympics, complementing the industry. And since the Universiade, everything has been strongly supported by Kazan.

But perhaps the formulation of the task (the game for the title of the third capital) is already outdated and it’s time to count everyone - if only because Tyumen positions itself as best city land.

By the way, what do you think about the slogan “Tyumen is the best city on earth”? - we asked the head of the city administration, Alexander Moor, who does not at all resemble the Ruthless City Manager (apparently, Tyumen oil generally favors people).

He definitely leaves no one indifferent, he provokes. Optimists believe that the city is already the best, pessimists are always dissatisfied with something, but there is a rational grain in their criticism, the main thing is to hear it. In any case, the slogan “Tyumen is the best city on earth” is the goal!

It is not as noisy here as in Moscow, for example, and not as quiet as in small towns. But most importantly, there is freedom here. You can do what you like. I love Tyumen, that’s why I wanted to draw a comic about this city.

Our rating correlates with the richness of the regions, but it is still a rating of cities. It is interesting to understand in detail what makes a city a city: roads, environment, housing, work, shops and theaters, medicine, education and security. Which allows large Russian cities to even compete with capitals for residents, ideas and investments (in Tyumen region 23 new industrial production facilities were opened in three years).

Government statistics usually deal with regions rather than cities. Regions are more complex objects, they are difficult to compare, and urban environment in our country it is generally similar, so the unique face of local society and government is more visible. That is, our rating is about the fact that not everything is decided by oil and the budget: the idea, the meaning of the city, the city community, and clear management are important.

For this rating, we scrupulously, piecemeal (state statistics are mostly regional) collected statistical material for twenty-one large cities. And then this rating was compared with a survey of residents: each time we measure not only an objective indicator of development, but also the subjective attitude of citizens to various city affairs. In this rating, we consider both equally important and display the average index. It seems to us that what makes a city a city is not only the infrastructure, but also the citizens themselves. And this method of ours can be applied to assess not only the quality of the authorities’ work, but also the quality of their relationships with citizens.

By the way, the most obvious trend in our ranking in recent years is “ popular rating”, and she says that the attitude of residents towards their city is deteriorating. This is not very noticeable in Tyumen, Krasnodar and Kazan, but quite obvious in Krasnoyarsk, Volgograd and Togliatti. Chelyabinsk has almost halved in this indicator (from 92% who answered positively to the question “Do you like living in your city?” in 2008, to 47% in 2017). Nine years ago, Chelyabinsk residents were proud of almost everything, but most of all they were proud of their roads and urban development. Now they are biased towards roads, and, moreover, worse than in all other cities, they evaluate the availability of work, the benevolence of residents and mutual assistance (it’s hard to be smiling and generous without work), and even the always decent medicine there.

The natural explanation is nine years of crisis, which has hit industrial centers hard, and cities are coping with it very differently. However, Tyumen and Krasnodar developed rapidly during these years. Urban experts have given us another explanation: Russian citizens in general have become more critical because more people is now delving into the details of city life - therefore, the rating reflects not only city patriotism, but also the perception of specific problems by residents, who are increasingly becoming involved in city activism.

So, about the leader of the rating. 86% of city residents are satisfied with life in Tyumen - they like their city. Special mention is made of the quality of roads, public transport, availability of comfortable and affordable housing. Phenomenal story: Tyumen has the most people satisfied with the quality medical care And good doctors! This turned out to be as much as 16%. A little? But in competing cities, as a rule, only 4–6% of residents are satisfied with medicine. It turns out that in terms of this indicator, Tyumen is three to four times ahead of the rest.

At the end of May in Tyumen will pass already 8th All-Russian Congress of Cardiology. A special website with the support of the regional health department advertises... medical tourism to the Tyumen region. As part of the Mediapolygon, we visited many medical centers Tyumen. And we, together with the city residents, notice: medicine here has become more humane. It’s not just about new buildings - in the perinatal center they allow fathers to visit children and mothers in order to “improve psychological state mothers." The interaction with the city is quite strong: the emergency doctor says that drivers always give way on the roads. We often saw volunteers, including at the children's cancer center.

Among the leaders in life expectancy (except for the Caucasian republics) are our leaders in the south (Belogorodsky, Stavropol and Krasnodar regions); Tatarstan is close to them, the Tyumen region is slightly lower, but also above average (however, we only have regional figures in this parameter - for the city of Tyumen, obviously, the figures would be higher).

Tyumen can boast highest praise housing affordability among residents, and in terms of an objective parameter - the pace of construction - it is two to three times faster than other cities. It is second only to Krasnodar (if Belgorod were in the ranking, it would also show the highest rates, and even looks better than Moscow in terms of the quality of low-rise construction).

Krasnoyarsk is called the “Russian Las Vegas”. But I chose Tyumen.

The athlete, master of “aggressive rollers” Timofey Lyulyakov moved to Tyumen a little more than a year back from Krasnoyarsk. Indeed, Tyumen spends almost the most on transport and roads (only Nizhny Novgorod takes the lead in this parameter), and besides, this is incredibly highly rated by residents. 49% of Tyumen residents are satisfied with the quality of roads - versus 4% in Nizhny Novgorod.

We heard criticism of roads in Tyumen only from striking truck drivers.

And I identified you, you are a journalist! - truck driver Sergei Kireev flared his nostrils and became indignant when he learned that Katya Kuznetsova was a correspondent for Mediapolygon24. - Why don’t you write anything about our boycotts, daughter? The roads are disgusting, it's impossible to drive. Money is allocated, but there are no roads or money in sight! Everyone just says that our roads are good.

Who talks about good roads?

Power, but who else? We truck drivers are constantly on the road - we know everything. They say that the roads are done, you can drive - but not a damn thing is possible! I've been in this business for forty years, I don't believe them. There are no roads at all. A pit upon a pit,” Kireev complains.

But then it turned out that he did criticize federal highways, not Tyumen.

According to residents' perception of the quality of social places (cafes, restaurants, clubs), Tyumen is second only to Krasnodar, and according to the assessment of the urban environment (parks, squares, spaces) - only to Kazan. The current mayor of Moscow, Sergei Sobyanin, is the former governor of the Tyumen region. The innovations that the capital is experiencing today (permanent laying and re-laying of tiles, widening sidewalks, demolishing stalls) have already been tested in Tyumen. At first, Sobyanin was severely scolded here for this, then they began to love him. Temporary inconveniences are a thing of the past, and the city has “opened up.” Time will tell how it will be in Moscow.

In Tyumen, as we have already said, salaries are very high by Russian standards. The city has no competitors here. In terms of retail trade turnover, Tyumen is inferior to Yekaterinburg, which remains the “trading capital” and the leader in fashion consumption. But in terms of income it is higher than everyone else.

In terms of perceived safety, Tyumen is ahead of all cities included in the rating, except Kazan. But it is interesting that according to objective statistics (20 registered crimes per thousand inhabitants per year) it is inferior to all leaders except Krasnoyarsk; This is more than twice the rate in Ufa - eight crimes per thousand people. Interesting phenomenon: does this reflect real situation with security or the specifics of registering crimes remains to be seen.

In Tyumen we also met specific patrol officers - Cossacks.

We patrol the city in the evenings. The police trust us,” says Cossack Andrey. - Sometimes we are even more trusted than a policeman. People in Tyumen value us very much. Cossack - who is he? This is a warrior of God!

Why do they trust more?

Yes, because we command respect from the people. We will always come to his aid, it’s in our blood. And Siberian Cossack especially... It is in us (and also on the Terek) that this same spirit has been preserved, which has been present among the Cossacks since ancient times. Of course, there are Cossacks in every city. But there these are isolated cases, but here it is a collective spirit, I think so. And you are from the Urals, right? Well, I know the Ural Cossacks...

Do you always walk around the city with whips? How do people generally feel about this? Some people are probably scared?

So why be afraid of us? A Cossack without a whip is like a monk without a prayer! But the number of crimes is decreasing. This is a fact.

We managed to stabilize the situation, but at the same time there is still a lot of work. I am confident that thanks to joint efforts and measures taken we will achieve best result, - Deputy Chief of Police of the Regional Department of the Ministry of Internal Affairs of Russia Sergei Rybakov commented on the situation to local media. It is Kazan that leads in the number of areas of life that its residents rate higher in comparison with other cities: schools, transport, parks, mutual assistance and politeness, availability of goods and services, good work.

It is even more interesting that Vladivostok, which did not even make it into the top ten according to statistics, became the leader in the “people's rating” for certain aspects of city life. Far Eastern cities have leadership potential, and their positions are likely to grow. Residents of Vladivostok value their universities and culture most of all. It is the residents of Vladik, and not the Permians (who, by the way, have a wonderful writer Alexey Ivanov and a world-class conductor Teodor Currentzis) who love their theaters. Yekaterinburg values ​​its culture almost as highly (as can be judged by the Kolyada Theater alone), but Vladivostok is still more so.

Having met many residents of Tyumen, we were amazed at how many people come here to live; This is very important for the dynamics of the city - its openness.

But in general, our research shows that for urban development it would be nice to have “live oil” and the Ruthless City Manager from the comic book. But it’s even more important to love your city.

According to this indicator, Tyumen is almost four times ahead of its competitors and rightly receives gold.

The top 3 also includes the transport hub, administrative and economic center of Russia - Rostov-on-Don. Perhaps the main quality of the city is the ability to not give up positions. In this ranking, Rostov-on-Don never came out on top, but always remained in the group of leaders. The city is lively and attractive for businessmen. This is probably our main competitor in the south of the country. But if you look at the statistics, Rostovites are more critical of their city than Krasnodar residents.

Silver belongs to Krasnodar. The city leads in terms of housing construction. Also, in southern capital low level crime. These coefficients are maintained throughout all years of the ranking.

Expenditures on culture and sports and environmental indicators also deserved high praise. An important indicator is the low unemployment rate. Everyone can find their place in the capital. Residents are also pleased with the availability of goods and services. Krasnodar provides all the resources for active life youth. And where there is youth, there is development.

For many years, the city has been among the leaders in Russia in terms of investment attractiveness, because it is open to domestic and foreign investors. At the same time, despite the high business activity, it remains homely and cozy in a Kuban way. All this allows Krasnodar to deservedly take its place among the leaders in the country.

The most obvious trend of the project in recent years is the unstable “popular rating”. Residents' attitude towards hometown unfortunately, it is getting worse. Perhaps this is due to general economic difficulties in the country. Social consequences crises are overcome with difficulty and for a long time. The trend towards less favorability is not very noticeable in relation to Tyumen, Krasnodar and Kazan, but is quite obvious for other cities.

“Rating of Russian megacities” is about the fact that not everything is decided by the budget, oil or the quality of roads. The ideas of the city, urban society, and, of course, management are important. Krasnodar holds its position and improves its performance every year, which means that we are on the right track.

For the first time in three years, it published a rating of Russian cities based on two different studies: a study of the socio-economic situation in megacities and the attitude of citizens towards their place of residence. When compiling the rating, the authors took into account statistical indicators of the socio-economic development of cities, as well as the results of a sociological survey of their residents.

1. Tyumen

Tyumen, which appeared in the study for the first time, became the winner of the “people's rating” thanks to the citizens’ love for their city and good quality infrastructure. For example, people were asked whether they liked living in their city. 86% of Tyumen residents answered this question positively. According to this indicator, Tyumen took first place. The study also notes that Tyumen has the most people satisfied with the quality of medical care and good doctors. Tyumen is the center of a wealthy region with clear and socially oriented management: with the highest budget expenditures per capita among its competitors (30 thousand rubles per year), and the average salary in the city is second only to Moscow (50,500 rubles), the publication writes. Tyumen can boast of residents' highest assessment of housing affordability, and in terms of an objective parameter - the pace of construction - it is two to three times faster than other cities. In terms of perceived safety, Tyumen is ahead of all cities included in the rating, except Kazan.

2. Krasnodar

If we talk about the love of citizens for their city, Krasnodar shared second place with Kazan, gaining 83% of the votes. The city held first place in the ranking for five years. Statistics demonstrate an amazing pace of housing construction, and residents themselves note the availability of goods and services. Krasnodar also means openness to domestic and foreign investors, note the compilers of the rating.

3. Rostov-on-Don

The southern gate of Russia, a transport hub, administrative and economic center - all this is Rostov-Don. The main quality of the city is plasticity, the ability to adapt to a changing situation and not give up positions, analysts say. In addition, Rostov-on-Don is called the main competitor of Krasnodar in the south of our country.

4. Ekaterinburg

In terms of the level of people's love, Ekaterinburg shared 6-7th places with Rostov-on-Don, and the developed retail trade turnover and high average salaries allowed the capital of the Urals to take fourth place in the socio-economic ranking. It is noted that city residents value their culture very highly. Experts also especially note that Yekaterinburg boasts good average salaries; this is the undisputed leader in such an indicator as retail trade turnover - here it is seriously ahead of Krasnodar and Tyumen.

5. Kazan

If we talk about the love of citizens for their city, Kazan shared second place with Krasnodar, gaining 83% of the votes. According to citizens, Kazan is the best city according to an impressive list of criteria. This is the accessibility of schools and kindergartens, the availability of good jobs, places of recreation, and the friendliness of others.

6. Novosibirsk

Here they spend a lot on education, culture and sports. Citizens are dissatisfied with the environment and safety; they also note problems with the availability of good jobs, the compilers of the rating note. Novosibirsk is a city with a qualified, educated population. People here have high demands, and the city does not always have time to meet these demands, experts emphasize.

7. Krasnoyarsk

The survey showed that 67% of citizens are satisfied with their city. It is simultaneously a production center, transport and logistics hub. On the one hand, Soviet production facilities operate in Krasnoyarsk, on the other hand, Russian and international retail chains operate. Among the disadvantages are high crime rates, note the compilers of the rating.

10. Ufa

The survey showed that 70% of citizens are satisfied with their city. This year, Ufa showed a very even result: nothing extraordinary, but no failures either. The opinions of residents and sociological indicators here, as in the case of Nizhny Novgorod, coincide, note the compilers of the rating.

Annual special project "RR"

Combining statistical indicators of the socio-economic development of cities and the results of a sociological survey of their residents, Russian Reporter compiled the final rating of Russian megacities. The editors discussed the results of the rating with Roman Popov, Deputy Director of the Municipal Economic Development Department of the Institute of Urban Economics Foundation.

We first included Tyumen in our ranking in 2013, and the city held second place for two years in a row. In 2017, we put Tyumen in first place thanks to the unconditional support and patriotism of the city's residents. “This is not surprising - the place is well-deserved, the city is really rich,” says Roman Popov. According to statistics, Tyumen is still slightly inferior to Krasnodar, although this gap is constantly narrowing. Giving credit to the residents and good management, one must understand: the city is the capital of a resource region.

03 ROSTOV-ON-DON

“The city is modern, of a modernization type. At least that’s how they want to present him,” says Roman Popov. Yekaterinburg boasts good average salaries; this is the undisputed leader in such an indicator as retail trade turnover - here it is seriously ahead of Krasnodar and Tyumen. The city is open to everything new, merchant and ruff: Yevgeny Roizman, a decisive and controversial man, not afraid to conflict with the central authorities, was elected mayor here in 2013. In 2008, Ekaterinburg was first in our ranking both statistically and overall, but after the crisis, the Ural industrial centers gave way to southern cities in the ranking.

Even when statistical indicators sag, which is associated with budgetary savings, Kazan is pulled through by its residents. According to citizens, Kazan is the best city according to an impressive list of criteria. This is the accessibility of schools and kindergartens, the availability of good jobs, places of recreation, and the friendliness of others. The city is also appreciated by tourists. Between 80 and 150 thousand tourists should visit the city during the Confederations Cup this summer. “Kazan knows how to competently present itself to both its own residents and guests. They are working with this. Part of the Moscow team left here when the head of the Department of Culture, Sergei Kapkov, left the capital’s mayor’s office,” Roman Popov is sure.

Scientific and industrial capital of Siberia. Another city where an oppositionist came to power. Since 2014, Novosibirsk has been headed by communist Anatoly Lokot. However, it is impossible to say that this radically influenced the development of the city. Here they spend a lot on education, culture and sports. The townspeople are dissatisfied with the environment and safety; they also note problems with the availability of good jobs. “Novosibirsk is a city with a qualified, educated population. People here have high demands, and the city does not always have time to meet these demands,” notes Roman Popov.

The city remains in our top ten, but is gradually sinking year by year. At the same time, Krasnoyarsk has both a margin of safety and opportunities for a breakthrough. It is simultaneously a production center, transport and logistics hub. On the one hand, Soviet production facilities operate in Krasnoyarsk, on the other hand, Russian and international retail chains operate. The downside is high crime rates. “Krasnoyarsk, just like Novosibirsk, is characterized by the phenomenon of advanced requests from residents,” explains Roman Popov.

In recent years, the city has acquired a solid experience of reforms and innovations. This is an attempt to update the image under the former governor Oleg Chirkunov (I remember the letter “P”, the new sign of Perm), and the experience of Marat Gelman’s socio-cultural projects, and the sponsorship of LUKOIL, and attempts to “intensify development”. “Then, by and large, the rest of Russia heard about Perm for the first time. Then stagnation set in, but residents still had high expectations,” says Roman Popov. This explains the low popular rating, although without specific experiments Perm remains a powerful cultural center of the country, with the writer Alexei Ivanov and conductor Teodor Currentzis, and continues to attract financial and industrial resources.

09 NIZHNY NOVGOROD
People's rating: 8th–9th place
Statistical ranking: 9th place

“Nizhny Novgorod is the case when objective indicators and subjective assessments of residents coincide,” says Roman Popov. In the Russian Empire, it was a provincial city located at the intersection of waterways - a natural place of trade. The Soviet Union is a powerful industrial center where mechanical engineering, shipbuilding and defense enterprises were concentrated. Finally, today Nizhny Novgorod is also known as a concentration place for IT companies. Intel, Huawei, SAP, Yandex have worked and are working here. Experts have repeatedly noted that the city has enormous potential for high-tech outsourcing.

This year, Ufa showed a very even result: nothing extraordinary, but no failures either. The opinions of residents and sociological indicators here, as in the case of Nizhny Novgorod, coincide: Ufa is in the top ten. “Today Ufa is experiencing more of a catch-up development,” says Roman Popov. The city's economy has a serious boost: after all, Bashkiria is engaged in oil refining. At the same time, city residents complain about the lack of good work and mutual assistance.
