— Has anything changed in your attitude towards this project? What will you say today? Defend or suggest some amendments?
It hasn’t even changed here, it’s changed in the country. I thought that it was in Ulyanovsk that the first hearings on the river floodplain would be held. On December 5, the first public hearings were also held in the southeast of Moscow on the reclamation and development of the floodplain and backwater of the Moscow River.
Can you imagine the scale there? There are 14 hectares only for construction. A very large children's entertainment complex, restaurants, and a yacht club will be built. I looked at how they react to such events. Muscovites are quite aggressive, both residents and social activists. There, any matter is immediately raised. I saw there a completely constructive approach, real proposals. And I really hope that if such hearings were held in Moscow, a multimillion-dollar city, and construction there will be and will be completed in 2018, then people here too should be understanding.

We like the project. We did not conduct an examination of the project itself, but we did an examination of the floodplain of the Sviyaga River itself, which I will report on today. I have almost 10 minutes of the report of our public examination, which we will subsequently submit to the state environmental assessment. (examination documents). In principle, we assess the Sviyaga River as dirty. We took samples both in the floodplain of the river, and a hundred meters below, and a hundred meters above. Unfortunately, the river really needs to be restored. Back in 2005, there was a resolution in Ulyanovsk, a desire to deepen the river. If there had been a dredging, the river bed would have been deepened, then what we are talking about now, this section, would simply not exist. It would just be a dirty swamp and a piece of land. It's simply because there wasn't enough budget.

So what's happening now, I think it's very important point. I think that the embankment, the landscaping that is provided, the plantings, the playgrounds, everything that I saw... I think it’s very cool.

Now I understand the confusion of the residents. First of all, this large-scale construction This is the first time this has happened in the city, so everyone is very worried. Especially residents of nearby areas: “How will we live during construction?” I talked to them, they, in fact, are not against construction. How will they live all this time? This, of course, worries them very much. I believe that a normal and sane person should understand that in 10 years it will be a swamp with a mosquito breeding ground and no parrots, conditionally, will grow there. That's for sure. We assessed all this.

— Many opponents of this Darsa project say that reclamation and improvement are needed, but they are against the construction of 8 multi-storey buildings there. This is a heavy load on the territory, in their opinion, which will not bring any benefit. How do you feel about this?

— I treat all this only from the point of view of environmental safety. So here we don’t see anything like that, because there will be backfill and there will be excellent drainage. We know that the project is German. As a rule, all discharges and emissions will not exceed MPCs. Moreover, I think that these will be environmentally friendly houses, and it will be pleasant to live in them. I understand that it is very disappointing that it is not possible for everyone to live in these houses. There is an element of some kind of envy. But, nevertheless, it will all be beautiful, believe me.

There is another very important point. I will insist to the developer and city authorities that since our residents are so active, it is simply necessary to create an expert group from the most active residents, as we usually do in the regions. And let them accompany you at all stages and carry out appropriate checks based on residents’ complaints. That's it.
